New cables released by Wikileaks show that the Yemeni government held 28 Yemeni citizens in prison on behalf of the United States, despite the fact that a Yemeni government investigation showed that “there was no evidence they were involved in terrorist acts.”
The cable (04SANAA3023), dated December 6, 2004, recounts a meeting between Thomas C. Krajeski, then U.S. ambassador to Yemen and Ali Abdullah Saleh, the current president of Yemen who has ruled the country since 1978. Saleh has been a long time supporter of U.S. policy in the Middle East and the cables provide evidence that he takes his marching orders directly from Washington in return for favors.
"We are waiting for information from you," Saleh was quoted as saying, to decide whether or not to release the 28 suspects for the annual Ramadan amnesty.
In return Saleh asked that the U.S. for a series of favors. "Where is the money for the Army, and what about my spare (F-5) parts?" he is quoted as saying. Saleh also asked the ambassador to convey “his strong desire to visit Washington to personally congratulate President Bush on his reelection and meet with newly appointed senior officials” to talk about “important new developments in the region "that can only be discussed face to face."
When the ambassador told Saleh that “any meetings with senior U.S. officials would quickly turn to the subject of Yemen’s huge grey market” in small arms and light weapons “that Yemen needs to gain control over.” "I will do it!" Saleh exclaimed, insisting that he was already "cracking down," according to the cable.
Saleh faces strong opposition in Yemen from a variety of political parties. Like Egypt and Tunisia, his country has seen major protests in the last few weeks, which has forced Saleh to announce that he will step down in 2013.

بدأ موقع ويكيليكس هذا المساء بنشر 251,287 برقية كانت قد تسربت من السفارات الامريكية والتي تعد اكبر حزمة وثائق سرية تطلق الى العلن.
المنظمة تقول بان الوثائق ستمنح الشعوب حول العالم رؤية فريدة لنشاطات الحكومة الامريكية على صعيد السياسة الخارجية . البرقيات التي يبدأ تاريخها منذ عام 1966 وصولا الى شهر فبراير من هذه السنة تحتوي على مخاطبات سرية بين 274 سفارة امريكية موزعة حول بلدان العالم وبين وزارة الخارجية الامريكية في واشنطن دي سي. 15,652 وثيقة منها مصنفة على انها برقيات سرية.
قال المتحدث جوليان اسنج "تكشف الوثائق عن قيام الولايات المتحدة الامريكية بالتجسس على حلفائها وعلى الامم المتحدة وعن قيامها بالتغاضي عن الفساد الاداري والاعتداءات على حقوق الانسان في الدول التي ترتبط معها بمصالح وتكشف كذلك عن صفقات سرية مع دول يفترض انها محايدة وممارسة ضغوط من الشركات الامريكية وتدابير تتخذ من قبل دبلوماسيين لدفع اؤلئك الذين يستطيعون الوصول اليهم"
"اطلاق هذه الوثائق يكشف التناقض بين ما يطرحه الامريكان في العلن ومايقولونه خلف الابواب المغلقة وكذلك يبين كشف الوثائق عن انه اذا كان المواطنون في ظل الديمقراطية يريدون من حكومتهم ان تعكس امانيهم فان عليهم كمواطنون ان يطالبوا بمعرفة ماذا يجري خلف الستار".
واضاف بان "كل طفل يدرس في المدرسة بان جورج واشنطن-اول رئيس للبلد- لايستطيع ان يقول كذبة. لو كانت اداراة خلفائه عاشت تحت نفس المبدء فان سيل وثائق اليوم سوف لن يكون الا حرجا بسيطا" "وبدلا من ذلك حذرت الحكومة الامريكية حكومات – حتى حكومات فاسدة اداريا - حول العالم من الوثائق المسربة القادمة وابلغتها بان عليها ان تستعد لتتعرض لذلك"
وعلى خلاف الوثائق التي اطلقتها ويكيليكس سابقا , عندما نشرت كميات كبيرة من الوثائق دفعة واحدة, فان المنظمة ستطلق وثائق السفارات على شكل مراحل " ستطلق برقيات السفارات على شكل مراحل خلال الاشهر القليلة المقبلة . موضوعات تلك الوثائق على درجة من الاهمية وتشكل انتشارا جغرافيا واسعا, هذا ما علينا فعله وان لم نفعل فلن تحقق العدالة من تلك الوثائق.
"نحن نعيرها للشعوب التي تثق بنا وبتوثيقنا للتاكد من توفر الوقت لهم ليكتب عنها, تعليقات عليها ونقاشات واسعة في العلن , انه لشيء مستحيل ان تطلق مئات الاف من الوثائق مرة واحدة. ولذلك سنقوم باطلاق الوثائق بشكل تدريجي خلال الاسابيع والاشهر القادمة."
"بينما تكشف الوثائق سخرية الدبلوماسية المروعة والاعتداء ففي الحقيقة ان تلك المعلومات المسربة تظهر بان هناك اناس جيدون وشجعان في داخل الحكومة يؤمنون بالشفافية وبسياسة خارجية اكثر اخلاقية. وهم يبحثون عن اصلاح المؤسسات التي يعملون فيها , وهو الهدف الذي كما كشفت الوثائق المسربة في غاية الاهمية لكل المواطنيين في كل البلدان. وما بيان اليوم يظهر بان اولئك الشجعان ليسوا عاجزين ولكن رد فعل العالم على تلك البرقيات هو الذي سيقرر الى اي مدى ستؤدي من التغيير."
"خلال الاسابيع القادمة سنتمكن من الحكم على الاجواء السياسية في عشرات الدول من خلال رد فعلهم. هل سيدخلون في حملات قمع والهاء ام انهم سيستغلونها فرصة للاصلاح؟" ارقام مهمة:
الرقم الكلي 251,288 وثيقة , تضم 261,276,536 (تعادل سبع اضعاف مدونات" حرب العراق" ما كان يعد اكبر عملية تسريب معلومات سرية في العالم) قراءة شخص للبرقيات لاعداد اطروحة دكتوراه واحدة تستغرق منه 70 عاما لقرأة كل الملفات.
البرقيات تغطي من تاريخ 28 ديسمبر 1966 الى 28 فبراير 2010 وجمعت من 274 سفارة وقنصلية وملحقية دبلوماسية.

I was in bed at a New York hotel when my
stock trader called to say that one of the Twin Towers had been hit by an
airplane. “A horrible accident,” he surmised, adding “unprecedented” to the
presumption. He told me to turn on the “tube,” such nomenclature dating him as
middle-aged. The phone rang again: “The second tower is on its way down. And, of
course, this means it is no accident at all.” Which was my intuition as soon as
I’d heard the first terrible tidings. Moreover, I knew instinctively who’d done
the dreadful deed; and it wasn’t a new version of the Unabomber. Indeed, if
anybody had had time to poll the public on who was responsible for the death of
3,000 before they had been told, a vast majority would have concluded that it
was Muslim extremists. Everybody knew, although some of the discombobulated
newscasters were afraid to say unless or until it was “confirmed” by authority.
News of other related disasters began to filter in: the airplane that crashed
into the Pentagon and the one that slammed into the deserted field in
Pennsylvania.
Where was my family? There was no horrible news from Boston, except, to be sure, that one of the fated airplanes had taken off from security-hapless Logan Airport with Mohamed Atta and his satanic comrades on board. (They had been on various “alert” lists. But nobody checked any of them.) I could make no contact with my wife until much later in the day. My son and his girlfriend (now married and the parents of two children) were in Paris and were kept there for days until the skies cleared, so to speak—even as James Baker was able to arrange a private jet flight for an exit from the United States for the many bin Laden kin who had settled in our country. My daughter, who then lived two blocks from the World Trade Center, was in a dentist’s chair somewhere on the Upper East Side, although we didn’t know this for several hours until cellular phone service was more or less restored. Before that, I’d spoken with my son-in-law, the first in the family to succeed in making contact. He’d gone in pursuit of his wife, having joined that seemingly endless trek of New Yorkers who were marching north, a bit dazed, to the Upper East and West Sides, while others were traipsing laterally to Brooklyn, Long Island, and New Jersey.
