Usually they use terrorist organizations they variously control (even only by hetero-management). In other cases, they use individuals: they are put under State/Government-Organized Stalking; they are provided with weapons; and they are launched against targets predefined from government. France and the UK directly control and manage all forms of terrorism in Tunisia
