Secret Police Disservices, operating on institutional orders [Presidents and Heads of State, formal administration's Heads, Interior and War Ministers], gave them to militians/irregulars they recruit specifically for apartment torture. They report daily to Secret Police officers.
In Germany, they are used currently used, from the BfV-BND-MAD and their militians/irregulars.
