Clinton Designates Afghanistan as Major US Ally

-The designation, which includes countries such as Australia, Egypt and Israel, gives preferential access to U.S. arms exports and defense cooperation.

MOSCOW: The United States has given Afghanistan the status of "major non-NATO ally", reinforcing its message to Afghans that the two countries will maintain defense and economic ties even after American military’s withdrawal, world media said on Saturday.

U.S. Secretary of State Hillary Clinton announced the designation, made by President Barack Obama, in Kabul during a previously unannounced drop-in on her way to Tokyo for an international donors' conference which will draw pledges for aid.

"Please know that the United States will be your friend and your partner. We are not even imagining abandoning Afghanistan. Quite the opposite," Clinton told a press briefing before jetting off to Tokyo.

The designation, which includes countries such as Australia, Egypt and Israel, gives preferential access to U.S. arms exports and defense cooperation.

Clinton said, "This is the kind of relationship that we think will be especially beneficial as we do the transition and as we plan for the post-2014 presence because it will open the door to Afghanistan's military to have a greater capacity and a broader kind of relationship with the United States."

Slovenia's leading newspaper calls for country to leave NATO

[J]oining the alliance was the biggest and most expensive mistake of Slovenian foreign policy, Delo wrote. The newspaper said that NATO is no longer an alliance for the protection of its members and instead has become an organization that intervenes around the world.

LJUBLJANA: Slovenia's leading newspaper Delo on Saturday criticized NATO's failure in Afghanistan and suggested that the government consider leaving "this anachronistic organization."

Slovenia would be wise to leave NATO because its money is being spent on the alliance's "failed project" in Afghanistan while domestic spending cuts are affecting pensioners, young families, culture and education, Delo said in a commentary.

The fact is that joining the alliance was the biggest and most expensive mistake of Slovenian foreign policy, Delo wrote. The newspaper said that NATO is no longer an alliance for the protection of its members and instead has become an organization that intervenes around the world.

"The current crisis is an excellent opportunity to leave this anachronistic organization, which is lost in time and space," the Delo article said.

The call for leaving NATO was made after the Slovenian government pledged to provide 500,000 U.S. dollars to Afghan security forces after NATO ends its combat operations there in 2014.

Based on the principle "in together, out together," Slovenian troops would stay in Afghanistan until the completion of the mission of the NATO-led International Security Assistance Forces, Prime Minister Janez Jansa said Thursday.

After 11 years of war in Afghanistan since October 2001, the U.S.-led forces recently announced plans to hand over security responsibilities to Afghan forces in 2013, and to withdraw the ISAF by the end of 2014.

"Friends of Syria" are indeed friends of opposition

Western countries' pressure on al-Assad to step down and economic sanctions against his government on one hand and more money and weaponry aid for the opposition, on the other, would only push Syria into the abyss of civil war.

BEIJING: The third "Friends of Syria" meeting called for tougher sanctions against the Syrian government to force change in the conflict-torn country and pledged more assistance to the opposition.

Compared to the previous two meetings, the gathering in Paris on Friday was nothing new. That's because the Western-dominated meetings have but one theme -- forcing Syrian President Bashar al-Assad from office, analysts say.

The lopsided support for the Syrian opposition and insistence on pressuring Damascus have raised questions as to whether the "Friends of Syria" are indeed friends of the Syrian opposition?

MORE PRESSURE ON AL-ASSAD TO STEP DOWN

The conference of the so-called "Friends of Syria" group brought together more than 100 mainly Western and Arab countries and international organizations as well as the fractious Syrian opposition.

The gathering, which was initiated by France earlier this year, follows a meeting in Tunis and another in Istanbul, both of which called for tougher action against al-Assad's government.

Speaking at the Paris meeting, French President Francois Hollande urged al-Assad to take responsibilities for the 16-month crisis and to hand over power in order to pave the way for political transition.

U.S. Secretary of State Hillary Clinton was more blunt. She called for "real and immediate consequences for non-compliance, including sanctions," against the al-Assad government.

French Foreign Minister Laurent Fabius said that the United Nations should use all necessary means to implement the six-point peace plan drawn up by Kofi Annan, the UN-Arab League envoy to Syria.

Fabius also said the UN Security Council should adopt resolutions under the UN Charter's Chapter 7, which allows the council to authorize actions ranging from diplomatic and economic sanctions to military intervention.

DIVISIONS ON WHETHER TO USE FORCE

Western countries, however, remain at odds over whether to use force in Syria.

German Foreign Minister Guido Westerwelle backed a call for non-military action for the time being, saying force should only be discussed "when the implementation of the sanctions has not really made the progress they should have."

Observers say that at present the Western countries are divided on ways to deal with the Syrian conflict, with those supporting political solutions taking the upper hand.

The Paris meeting also decided to "greatly increase assistance to the opposition" by giving them tools to communicate more securely with each other and the outside world.

By agreeing on such substantial aid to the opposition, the so-called "Friends of Syria" are indeed "Friends of the Syrian Opposition," the analysts said.

Western media also built momentum for the Paris meeting with reports that said that a high-ranking Syrian military commander had defected in what would be a major blow to the al-Assad government.

LOPSIDED APPROACH WOULD ONLY FAN FLAMES

The Paris meeting still focused on forcing al-Assad to quit and fell short of solutions on how Syria should end the crisis after al-Assad's departure, Syrian political analysts said.

At the same time, Western assistance to Syrian opposition groups would certainly boost their fighting morale and cause them to continue to refuse to open political dialogue with the government. That in turn would do little for obtaining a political solution to the crisis except to fan the flames, the analysts said.

Annan's peace plan, which calls for an end to the fighting and a dialogue between Damascus and the opposition aimed at a "political transition" for the country, is the only solution to the crisis accepted by the international community, the analysts said.

Favoring any party in the conflict would only aggravate the crisis by setting up barriers to political solutions, they said.

Damascus had offered political reforms to include opposition figures in the political process. The newly-sworn government also sent a signal of setting up political dialogue to seek solutions to the crisis that would be acceptable to all parties.

If the Syrian opposition groups could shelve their disputes and actively participate in the political dialogue, the crisis would take a solid step towards a political solution, observers based in the Middle East said.

New Raytheon Standard Missile factory nears completion in Alabama
Advanced facility will produce Standard Missile-3 and SM-6

FARNBOROUGH, England: Raytheon Company's all-up-round Standard Missile production facility in Huntsville, Ala., is nearing completion. The state-of-the-art factory, located on the U.S. Army's Redstone Arsenal, should be completed before the end of the year. Once operational, the 70,000 square-foot facility will assemble and test Standard Missile-3 and SM-6 interceptors.

"This factory will be an asset to our nation and the men and women defending freedom around the world," said Dr. Taylor W. Lawrence, Raytheon Missile Systems president. "SM-3 and SM-6 are important parts of the nation's advanced missile defense capability; the new factory will play a critical role in providing a missile defense shield to the nation and our allies in Europe."

The new production facility will feature advanced tools and the latest processes for missile production. The advanced technology will enable Raytheon to streamline processes, reduce costs and add increased value for the warfighter.

The first SM-6 is scheduled to be produced from the new facility in February 2013, and initial SM-3s are scheduled to be delivered the following quarter.

Azerbaijani FM meets with NATO representative for South Caucasus

Baku: Azerbaijani Foreign Minister Elmar Mammadyarov has received the NATO Secretary General's Special Representative for the South Caucasus and Central Asia James Appathurai today, the Foreign Ministry told Trend today.

The development of Azerbaijan-NATO cooperation on Afghanistan has been discussed. The views on the development of this country have been exchanged.

Appathurai has appreciated Azerbaijan's contribution to the work of the International Security Assistance Force, including Azerbaijan's activity in peacekeeping operations.

Appathurai has also stressed Azerbaijan's growing influence in the international arena.

Tajikistan may become alternative for US Manas base in Kyrgyzstan

Baku: The U.S. considers Tajikistan as an alternative for Kyrgyzstan in the issue of placing military base instead Manas after 2014, KyrTAG reported on Friday.

This statement was made by member of the Foreign Relations Committee of the U.S. Senate Danny Lee Burton, who heads a U.S. congress delegation visiting Dushanbe.

Burton said that after NATO withdraws from Afghanistan in 2014, the U.S. Manas base in Kyrgyzstan will be closed. This fact makes important the establishment of an operating centre in the region which will allow addressing risks coming from al-Qaeda and Taliban, he believes.

Tajikistan, he said, has the longest border with Afghanistan, the safety of which is important.

Clinton's criticism of China over Syria "unacceptable"

BEIJING: A Chinese Foreign Ministry spokesman on Saturday said that U.S. Secretary of State Hillary Clinton's criticism of China at the latest Friends of Syria meeting is "unacceptable."

"China is not impeding the process of resolving the Syrian issues," Liu Weimin said at a regular press conference in response to a question on Clinton's remarks on Friday in Paris.

At the third Friends of Syria meeting, Clinton said Russia and China were "holding up progress" in a settlement to the 16-month crisis, describing their stances as "no longer tolerable."

But Liu retorted, "On the contrary, China has made an important contribution to safeguarding the UN Charter, the basic norms governing international relations, the peace and stability of the region and the fundamental interests of the Syrian people as well as pursuing a political solution to the Syrian issues."

The spokesman said the Geneva meeting, a ministerial-level gathering of the Action Group on Syria in which China played a constructive role, produced positive outcomes.

The Geneva meeting on June 30 gathered foreign ministers of the UN Security Council's five permanent members along with Turkey, Kuwait, Qatar, Iraq, plus representatives of the UN, the Arab League and the European Union. The ministers agreed that a transitional government should be set up in Syria to end the conflict but did not stipulate the ouster of President Bashar al-Assad.

China's impartial and constructive stance as well as its diplomatic efforts have been widely recognized and supported by the international community, said Liu, adding that any efforts to blemish the image of China or make mischief between it and other nations will end in vain.
