Tensions Rising Over Tibet, Olympics

Beijing appears to be reinvigorating its political-education efforts in Tibet and surrounding areas, increasing pressure on the already tense situation in western China. As Jason Leow and James T. Areddy report, the education policy may have a sparked a new outburst of violence in the region, highlighted by the latest clash last Thursday in the southwestern province of Sichuan, in which deaths and several injuries were reported.
As protest over the Beijing Olympics also intensifies, the International Olympic Committee has sent a memo advising its members on how to respond to media scrutiny of China's human-rights record. The memo also warns that the IOC will enforce penalties against athletes who make "proactive political and religious expression" during the Games.
