When Dmitry Medvedev became Russian president in May, many wondered whether the soft-spoken young lawyer would find ways to set himself apart from his domineering predecessor, Vladimir Putin. They also wondered whether Putin, as prime minister, would be willing to give up his right to dictate foreign policy. As Medvedev unveiled a new foreign-policy strategy, the answer to both questions appeared to be no.
