On the contrary, the US 'War' on Drug Cartels in Mexico is a great success. It has always been a big deception. Since the Reagan era, the USA and Mexico have secret agreements for jointly creating, using, managing Mexican mafias and for narcotics' trafficking. Idem with other Latin America, Asia etc countries.
