"Absolutely no concession" on Diaoyu Islands: PLA Daily

            
BEIJING: The PLA Daily, the flagship newspaper of China's armed forces, carried a commentary Wednesday protesting against the Japanese government's "nationalization" of the Diaoyu Islands, vowing "absolutely no concession" on the issue.

Engaging in the illegal trading of China's sacred territory is "a dangerous move" by the Japanese government and on the wrong track of endangering the bigger interest of China-Japan relations, said the article, run under the byline of Luo Yuan.

The Japanese government's attempt by the so-called "nationalization" is doomed to fail and would never be accepted by the Chinese people, the article said.

"The Chinese government and the Chinese people will absolutely make no concession on territorial sovereignty," it said.

The article urged the Japanese government not to misjudge the situation as today's China is no longer the China during the First Sino-Japanese War in 1894. Neither is it the China during the war of Japanese aggression against China in 1937.

"Long gone are the days when the Chinese territory could be grabbed only by an unequal treaty," it said.

Territorial sovereignty is related to national dignity and a country's core interests. The article warned the Japanese government and its rightwing forces not to underestimate the resolution of the Chinese people.

The Chinese government strongly opposed Japan's so-called "purchase" of the Diaoyu Islands and would take necessary measures to safeguard national territorial sovereignty, it said.

"Should the Japanese side insist on going its own way, it would have to bear all serious consequences that arise," the article warned.

The article asked the Japanese government not to pin hopes on its own so-called "advantages in its naval and air forces."

It is not like the Chinese and Japanese armies that had not engaged in wars before. The Chinese army had used the weapons seized from the Japanese side to defeat the Japanese elite force, the article said.

China's national defense capabilities had achieved a marked development. Inciting wars will only bring disaster to Japan, the article said.

The article also told the Japanese government not to pin hopes on the Chinese government to make any concession.

The Chinese government has reiterated its hope of safeguarding the larger interest of China-Japan relations together with Japan. However, it could only achieved through efforts made by both sides and on the basis of mutual respect, it said.

The article pointed out that "It's impossible for the Chinese government to shoulder the responsibility unilaterally, and the Chinese government certainly would not trade its own security and territorial sovereignty for peace."

The article said the essence of the dispute on the Diaoyu Islands is not simply an issue of territorial claims.

Japan illegally grabbed the Diaoyu Island and the affiliated islets at the end of the First Sino-Japanese War of 1894-1895. China took back the territories that were invaded and occupied by Japan in accordance with the Cairo Declaration and the Potsdam Proclamation after the end of the Second World War, and thus the islands returned to China according to the international law.

As a result, the territorial dispute is not only related to the tragedy endured by the Asian countries, including China under the Japanese aggression, but also indicated whether Japan accepts the outcomes of the Second World War when it unconditionally surrendered, the article said.

The dispute also involved safeguarding the victory of the World Anti-Fascist War, it said.

If letting the Japanese rightwing forces expand unchecked while its government "nationalizes" other country's territory, the Japanese militarism would have a chance of reviving in the future and this could impose serious threat to regional and world peace, the article cautioned.

"The Chinese people had made a significant contribution to that war (the second world war) and they had also paid dearly," the article said. "We'll not let the martyrs' blood to flow in vain."

Top legislator reiterates China's stance on Diaoyu Islands

Despite strong warnings and opposition voiced by top Chinese leaders, the Japanese government on Tuesday signed a contract with the Kurihara family, which Japan claims is the "private owner" of the Diaoyu Islands.

Regardless of repeated strong representations of the Chinese side, the Japanese government announced on 10 September 2012 the "purchase" of the Diaoyu Island and its affiliated Nan Xiaodao and Bei Xiaodao and the implementation of the so-called nationalization" of the islands. This constitutes a gross violation of China's sovereignty over its own territory and is highly offensive to the 1.3 billion Chinese people. It seriously tramples on historical facts and international jurisprudence. The Chinese government and people express firm opposition to and strong protest against the Japanese move.

The Diaoyu Island and its affiliated islands have been China's sacred territory since ancient times. This is supported by historical facts and jurisprudential evidence. The Diaoyu Islands were first discovered, named and exploited by the Chinese people. Chinese fishermen had long been engaged in production activities on these islands and in their adjacent waters. The Diaoyu Islands have been put under the jurisdiction of China's naval defense as affiliated islands of Taiwan, China since the Ming Dynasty. The Diaoyu Islands have never been "terra nullius". China is the indisputable owner of the Diaoyu Islands.

In 1895, as the Qing government's defeat in the First Sino-Japanese War was all but certain, Japan illegally occupied the Diaoyu Island and its affiliated islands. After that, Japan forced the Qing government to sign the unequal Treaty of Shimonoseki and cede to Japan "the island of Formosa (Taiwan), together with all islands appertaining or belonging to the said island of Formosa". After the end of the Second World War, China recovered the territories invaded and occupied by Japan such as Taiwan and the Penghu Islands in accordance with the Cairo Declaration and the Potsdam Proclamation. According to international law, the Diaoyu Island and its affiliated islands have already been returned to China. Facts are facts, and history is not to be reversed. Japan's position on the issue of the Diaoyu Island is an outright denial of the outcomes of the victory of the World Anti-Fascist War and constitutes a grave challenge to the post-war international order.

In 1951, the Treaty of Peace with Japan (commonly known as the Treaty of San Francisco, a treaty partial in nature) was signed between Japan, the United States and other countries, placing the Ryukyu Islands (known as Okinawa today) under the trusteeship of the United States. In 1953, the United States Civil Administration of the Ryukyu Islands arbitrarily expanded its jurisdiction to include the Diaoyu Island and its affiliated islands, which are in fact Chinese territories. In 1971, Japan and the United States signed the Okinawa Reversion Agreement, which arbitrarily included the Diaoyu Islands in the territories and territorial waters to be reversed to Japan. The Chinese government has, from the very beginning, firmly opposed and never acknowledged such backroom deals between Japan and the United States concerning Chinese territories. The claims of the Japanese government that the Diaoyu Island is Japan's inherent territory and that there is no
outstanding territorial dispute between Japan and China showed total disregard of historical facts and jurisprudential evidence and are absolutely untenable.

During the negotiations on the normalization of China-Japan relations in 1972 and on the signing of the Sino-Japanese Treaty of Peace and Friendship in 1978, the then leaders of the two countries, acting in the larger interest of China-Japan relations, reached important understanding and common ground on "leaving the issue of the Diaoyu Island to be resolved later". This opened the door to normalization of China-Japan relations and was followed by tremendous progress in China-Japan relations and stability and tranquility in East Asia in the following 40 years. Now, if the Japanese authorities should deny and negate the previous common understanding reached between the two countries, then how could the situation of the Diaoyu Island remain stable? How could China-Japan relations continue to grow smoothly? And how could Japan ever win trust from its neighbors and people of the world?

The Japanese government has repeatedly stirred up troubles in recent years on the issue of the Diaoyu Island. Particularly since the start of the year, the Japanese government has endorsed rightwing forces to clamor for the "purchase" of the Diaoyu Island and some of its affiliated islands in an attempt to pave the way for a government "purchase" of the islands. People have reason to believe that what Japan did regarding the Diaoyu Island was nothing accidental. The political tendency these actions point to may well put people on the alert. We cannot but ask: where is Japan heading to? Can anyone rest assured of Japan's future course of development?

The Chinese government has always attached importance to developing relations with Japan. China and Japan and the Chinese and Japanese peoples can live together only in friendship, not confrontation. To advance the China-Japan strategic relationship of mutual benefit serves the fundamental interests of the two countries and two peoples and is conducive to peace, stability and development of the region. Yet, to ensure sound and stable development of China-Japan relations, the Japanese side needs to work together and move in the same direction with China. The "purchase" of the Diaoyu Island by the Japanese government runs counter to the goal of upholding the larger interest of China-Japan relations.

The Chinese government solemnly states that the Japanese government's so-called "purchase" of the Diaoyu Island is totally illegal and invalid. It does not change, not even in the slightest way, the historical fact of Japan's occupation of Chinese territory, nor will it alter China's territorial sovereignty over the Diaoyu Island and its affiliated islands. Long gone are the days when the Chinese nation was subject to bullying and humiliation from others. The Chinese government will not sit idly by watching its territorial sovereignty being infringed upon. The Chinese side strongly urges the Japanese side to immediately stop all actions that may undermine China's territorial sovereignty. Japan should truly come back to the very understanding and common ground reached between the two sides, and should return to the track of negotiated settlement of the dispute. Should the Japanese side insist on going its own way, it shall have to bear all serious
consequences arising therefrom.

China to mark up protected zones for its territorial sea base points

        
BEIJING: China's State Oceanic Administration (SOA) on Tuesday released a series of measures to select and protect areas as the base points of the country's territorial sea, a move to "ensure the country's maritime interests."

According to the measures, which were revealed in a statement posted on the SOA's official website on Wednesday, the administration is responsible for supervising and guiding the selection and protection of the areas for territorial sea base points, while detailed selecting and marking work should be carried out by provincial-level governments that have jurisdiction over the area where the base points are located.

The measures came after the Chinese government on Monday announced the base points and baselines of the territorial waters of the Diaoyu Islands and their affiliated islets, as well as the names and coordinates of 17 base points.

The SOA said in the statement that a country have the same sovereignty over its territorial sea as it does over territorial land, and such sovereignty extends to the seabed and subsoil as well as the air space above it.

The document cited China's Island Protection Law, which stipulates that the country should mark up protected areas for its territorial sea base points and implement special protection over them.

The SOA and concerned local governments will soon start marking up these protected areas in accordance with the country's Island Protection Law and Tuesday's document, which also spells out standardized procedures, measures and requirements for the marking, said the statement.

In 1996, China issued a statement announcing territorial sea base points and baselines of the Xisha Islands as well as part of the baselines of the territorial waters adjacent to the mainland.

NATO and the World Bank to speak at The Libya Summit

...Fleming Gulf Conferences are organising a summit which will showcase Libya as a nation worth investing into, especially in sectors like oil production, banking and finance, telecommunication, information technology and tourism.

The Libya Summit is to be held between 20th and the 22nd of November 2012 in Tripoli, the capital of Libya.

He said the AU [African Union] and SADC [Southern African Development Community] should call President Paul Kagame “to order”, adding that Rwanda’s Defence Minister, General James Kabaerebe, has ratcheted “war talk” against Kinshasa.

Ntaganda led the mutiny of 600 former rebels who had been integrated into the DRC army. Their ranks have swelled to around 4,000, with Ntaganda orchestrating things from Rwanda, allegedly with Kigali’s tacit backing.

“Kagame has an eye on this oil in this specific region. We believe he wants this oil, that is the main reason for Rwandese backing rebels to have a separate state in that part of the Congo.”

Windhoek: The DRC government says Kigali is still actively assisting rebel groups in Congolese territory and that the “purported” withdrawal of Rwandan Special Forces from the eastern regions of the country this past week was a “charade” designed to mislead the international community.

Kinshasa also said Western countries, in particular the United Kingdom, were benefiting from the instability through “laundered minerals”.

DRC Information Minister Lambert Omalanga Mende told The Southern Times that Rwanda had shown no intentions of heeding calls by the international community to stop assisting a rebel movement in North and South Kivu calling itself the M23.

Mende dismissed a televised withdrawal of Rwandan Special Forces from eastern DRC earlier this past week as a “farce” and a “propaganda trick”.

He added that if Rwanda indeed was pulling out, it would not have blocked the DRC army and UN forces (MONUSCO) from observing the withdrawal.

The Information Minister also slammed the UK for lifting an aid freeze on Rwanda, hinting that the international forces, which have previously benefitted from the internal strife in the DRC through laundered minerals, “are back at it again”.

He said the AU [African Union] and SADC [Southern African Development Community] should call President Paul Kagame “to order”, adding that Rwanda’s Defence Minister, General James Kabaerebe, has ratcheted “war talk” against Kinshasa.

While President Kagame recently accepted plans for a neutral force to monitor the border region and help bring down the rebels, Gen Kabaerebe openly said Rwanda was opposed to any such deployment, Mende said.

“The situation is worsening while our own Rwandese neighbour shows no will to stop assisting those rebels who are made up of Rwandan army officials and remnants from the genocidical war.

“We have heard a recent speech made by General Kabaerebe, which is in total contradiction to what Kagame and his Foreign Minister said recently with regards to the rebels.

“Kabaerebe is trying to justify whatever they are doing. We know that he is the mastermind of all rebel activities. He is their pilot,” Mende said.

Rwanda’s Special Forces deployed in Rusthuru two years ago on the pretext of pursuing a rebel group, the Democratic Forces for the Liberation of Rwanda.

A UN investigation has found that Rwanda gave military hardware, training and recruits to M23, which is led by renegade DRC General, Bosco Ntaganda.

Ntaganda led the mutiny of 600 former rebels who had been integrated into the DRC army. Their ranks have swelled to around 4,000, with Ntaganda orchestrating things from Rwanda, allegedly with Kigali’s tacit backing.

The DRC government says it has arrested 50 officers and men from Rwanda’s military as evidence of Kigali’s involvement.

“We have 50 Rwandese soldiers. Our own forces captured them on the frontline; there are officers and ordinary soldiers. We have their identities, they are Rwandese.

“When the rebellion started, it was small and we crushed it and confiscated all their arms.

“But when they went to the Rwandese border, a small group of 600 was suddenly transformed into an army of 4,000 well equipped with combat vehicles and heavy ammunition. That was because Rwanda assisted them to re-organise themselves,” Minister Mende said.

“The so-called M23 was created by Kabaerebe to cover Rwanda’s aggression on our country, to cover their operation on our soil.

“As far as we are concerned, the M23 are puppets of Kabaerebe,” Mende added.

Minister Mende said Rwanda’s arrogant posturing would continue, “especially with the British doing what they have done to remove pressure”.

“Britain has been quick to remove sanctions on Rwanda. We see that as a sign of non-interest in the people who are suffering because of rebel activities.

“It is something very bad and we told them yesterday (September 5),” Mende said. Mende said Rwanda was supporting rebels to create chaos that would allow illegal exploitation of oil deposits in DRC’s eastern districts.

“Kagame has an eye on this oil in this specific region. We believe he wants this oil, that is the main reason for Rwandese backing rebels to have a separate state in that part of the Congo,” Mende said.

The Director of the Kinshasa-based Centre pour la Gouvernance, Nickson Kasola, said an immediate end to Rwandan support of M23 would ease the crisis significantly.

“The illegal backing Rwanda has already given to the rebel group, including arms and ammunition, has bolstered the group immensely and turned it into a real threat to the DRC government’s control of a part of North Kivu province,” Kasola said.

U.S. Deploys Warships, Marines To Libya

Following the deaths of American ambassador to Libya J. Christopher Stevens and three members of his staff in a coordinated attack on the U.S. diplomatic mission in Benghazi on September 11, Washington is deploying two Aegis class destroyers off the coast of Libya as well as having already dispatched Marines to Benghazi and elsewhere in the nation.

The guided missile warship USS Laboon is already positioned in the Mediterranean Sea near Libya and USS McFaul is heading to the same destination from the Strait of Gibraltar. Both are equipped with Tomahawk cruise missiles, used in a massive barrage against Libya in the opening hours of so-called Operation Odyssey Dawn on March 19, 2011.

In the words of a Pentagon official cited by CNN, "These ships will give the administration flexibility" in the event Washington orders new attacks inside Libya.

According to the same American news source, "The US Navy typically keeps up to four Aegis-equipped missile warships ships in the eastern Mediterranean to aid in defending Israel and missile defense for southern Europe."

The latter is a reference to the Obama administration's European Phased Adaptive Approach interceptor missile system which the North Atlantic Treaty Organization announced to have achieved initial operational capability at its summit in Chicago in May. U.S. guided missile destroyers and cruisers carrying Standard Missile-3 interceptors have been active in the Mediterranean since USS Monterey was deployed there in March of 2011, the month the U.S. and NATO began over six-months of missile and air attacks against Libya.

According to a Reuters report, eight American Marines were flown into Benghazi by helicopter the day after the attack on the U.S. mission, with two of them being killed and two wounded in a fierce mortar attack on the building.

The Associated Press claimed that the U.S. has deployed 50 members of the elite U.S. Marine Corps Fleet Antiterrorism Security Team to Libya.

U.S. Africa Command's first war and NATO's first war in Africa officially ended on October 31 of last year, after the U.S. and Britain launched well over 100 Tomahawk missiles into Libya and NATO followed with over 26,000 air missions, among them almost 9,000 strike sorties, in Operation Unified Protector and the nation's leader, Muammar Gaddafi, was brutally murdered outside his hometown of Sirte.

But as with NATO's military operations from the Balkans to Afghanistan and the Horn of Africa, one armed conflict inevitable gives way to another and the Western military bloc continues to execute plans to expand into a global military strike force.

US moving Navy destroyers off coast of Libya

Two US Navy warships are moving towards the coast of Libya, two US officials tell CNN. The destroyers are the USS Laboon and the USS McFaul. Both ships are equipped with tomahawk missiles that could be used if a strike was ordered. Tomahawks are satellite-guided cruise missiles that can be programmed to hit specific targets.
