Advice issued ahead of Nato's Exercise Joint Warrior
Joint Warrior prepares Nato forces for war fighting and anti-terrorism operations

Advice for civilian air crews and sailors has been issued by the Royal Navy and Civil Aviation Authority (CAA) ahead of a major Nato exercise.

Exercise Joint Warrior is held twice a year - in April and October - and sees armies, navies and air forces training around Scotland and the rest of the UK.

The CAA has warned pilots to expect "high-energy evasive manoeuvres" in air space designated for the training.

Sailors and fishermen have been warned to expect warships and submarines.

Joint Warrior, Europe's largest military exercise, will take place from 1-11 October.

The training prepares Nato forces for war fighting and anti-terrorism missions.

In the advice, the authority said: "When activated, intense aerial activity can be expected, with large formations of fast jet attack aircraft conducting high-energy evasive manoeuvres against opposing air defence aircraft."

The CAA goes on to warn: "Civilian aircraft are advised that if they proceed into the areas when active they should expect intense aerial activity and aircraft may not be able to comply with Rules of the Air."

Two near misses involving military aircraft occurred over Scotland during April's exercise.

A Tornado GR4 jet and a Merlin helicopter were involved in the first incident over Skye and a Tornado and a C130 plane in the other over Moray.

Both were investigated by the CAA UK airprox board.

Of the two near misses, the incident on 24 April near RAF Lossiemouth, in Moray, was categorised by the board as the most serious.

A Tornado crew flew about 25-50ft above and about 100-300ft away from one of two C130s coming in to land at the air station after a training mission.

The transport planes were understood to be with the US Air Force.

Earlier, on 19 April, a Tornado GR4 flying out of Lossiemouth passed less than a mile away and 250ft above a Royal Navy Merlin.

The airprox board said the jet crew flew close enough to cause the helicopter pilots concern.

Georgia to hold NATO exercises this year

Tbilisi: NATO disaster response exercises Georgia-2012 are to be held on September 22-28. Some 11 teams from 30 countries will participate under the auspices of the Euro-Atlantic Disaster Response Coordination Centre, the Georgian Defence Ministry said. Such large-scale NATO exercises are held annually.

The purpose of the exercises is to simulate actions that could occur during natural disasters and to improve coordination between countries in similar situations.

After a preliminary assessment of the damage, a decision will be made to request international assistance through the Euro-Atlantic Coordination Centre as Georgian rescue services are insufficient. Rescuers from Alliance member states and partner countries will take part in reducing the earthquake consequences. They will be engaged in rescuing people trapped under rubble. Moreover work for decontamination of toxic leaks is also planned to be varied out.

RARO12 aircraft complete

With the arrival of five Turkish F-16s, a German Learjet on Friday and of two German PC-9s and an L-39 fighter and an Mi-17 from Slovakia on Friday and Saturday, all the aircraft partaking in RARO12 have now arrived.

On Friday, 7 September, the RARO12 Exercise Director, Colonel (GS) MSc Harry H. Schnell, and the main RARO12 Czech Air Force representative, Colonel Miroslav Svoboda, welcomed the Turkish Air Force Detachment Commander Major Bircan Ermaya in front of the F-16. The aircraft flew in from Diyarbakir in the southeast of Turkey, where the 81st Fighter Squadron is stationed. The squadron is specialized in all types of Close Air Support or CAS mission, which are at the centre of the exercise. The accompanying C-160 transport aircraft returned to Turkey after off-loading personnel and support equipment for the fighter detachment.

Also on Friday, both officers welcomed the pilots of the German Learjet led by Mr. Hans-Heinrich Surborg. The aircraft is stationed at Hohn Air Base in the north of Germany and provided by a German contractor offering full motion video capability and other equipment to support the FAC training during RARO12.

On Saturday, 8 September, three waves of aircraft arrived. Welcomed by the Deputy RARO12 Exercise Director, LtCol Steven “Cajun” Behmer, Captain Radovan Cingel arrived in a Slovak Air Force L-39 fighter from Sliac Air Base in Slovakia. The light combat and training aircraft supports FACs during RARO12 just as the Slovak Air Force Mi-17M helicopter from Presov Air Base. The helicopter is specialized in transport and paratrooper operations, CAS and Search and Rescue (SAR) as well as fire fighting and air reconnaissance missions. LtCol Behmer welcomed the crew led by Captain Milan Zubricky and 1Lt Tomas Mafina at the chopper’s parking position.

From Kiel Holtenau air base in northern Germany, two German Pilatus PC-9 light aircraft provided by German Equipment Interior Services or E.I.S. aircraft contractor were the last to arrive at Namest Air Base in the early afternoon of 8 September. As the two distinct red, blue and white jets arrived at their parking position LtCol Behmer greeted the crews headed by Mr. Harald Wilhelm and Mr. Andreas Hug. The PC-9 will be used for aerial target demonstration.

From 10 September on, RARO12 will unfold with an intense and challenging training programme for the FAC teams from 13 nations. These teams will apply what they learned during the Pre-Deployment Training (held from 5 to 8 September) in various scenarios together with the aircraft at the Libava and Boletice training areas from 10 to 14 and 17 to 20 September.

100th SFS train alongside RAF regiments, aid in wartime preparation

RAF MILDENHALL, England: Airmen from the 100th Security Forces Squadron joined ranks with British counterparts from 15 Squadron, RAF Honington; No. 2 Tactical Police Squadron, RAF Henlow; and No. 7 Force Protection Wing Headquarters, RAF Coningsby Aug. 28 to Sept. 6 at Stanford Training Area, more commonly known as STANTA, near Thetford.

The 40 RAF Mildenhall defenders' role was to play as U.S. Marine Corps members. Royal Air Force regiments involved in the joint mission rehearsal exercise, also known as MRX, will soon be deploying to Afghanistan. There they will be working alongside different military forces, and joint exercises such as this provide realistic training.

"If we weren't doing this together, from the Royal Air Force viewpoint, we'd not be as well prepared as we are to go theatre," said Air Marshal Andrew Pulford, Deputy Commander Capability/Air Member for Personnel and Capability, Headquarters Air Command, High Wycombe, Sept. 4.

He added that the exercise is hugely beneficial, both for the 100th SFS and RAF regiments; the RAF troops have been preparing to deploy to Afghanistan over the past year.

The squadron's goal is to train on a regular basis in a joint environment. The joint US-UK MRX is the concluding test phase of mission-specific training for them before they deploy to Afghanistan.

"Within this test phase we integrate all of the agencies and organizations that we'd expect to be operating with, which includes the U.S. Air Force," the RAF Honington station commander said. "You can see on the training area today an example of how much we integrate in Afghanistan. At one of our locations, we are fully integrated with (the United States). To exercise that integration on our training areas before we go is really important - both now and into the future. We're sharing knowledge and expertise."

He added that the joint exercise at STANTA is an example of a program of operational force generation which is constant. It also gives an insight into the extent of which the RAF rehearses its skills, so their troops are familiar with other coalition forces' protocol.

Both 100th SFS and the RAF members slept in rough conditions, mimicking those deployed military personnel may encounter downrange. Their "forward operating bases" at STANTA, had only concrete, brick or wooden floors to bed down on, with only glow sticks and the moon for light, Meals, ready to eat, a sleeping bag and their weapons by their side. Military Working Dogs also "deployed" with their handlers for the duration of the exercise.

Due to concentrated needs which are indicative of a deployed environment, Airmen need to prepare for any eventuality, such as ensuring base security.

Working alongside RAF regiments allows the 100th SFS Airmen an opportunity to gain hands-on knowledge of how crucial it is to work cohesively in joint and coalition environments.

While at STANTA, the air marshal visited the four training areas, including patrolling, RAF Police and the simulated Afghan village. He also stressed how important it is to prepare the RAF troops before they go to Afghanistan.

"If you look at the operation in Afghanistan, it's an operation with many different nations but importantly, down in Helmand Province we've got U.S. Marine Corps and Royal Air Force, British Army all working together very closely," Pulford said.

"(The MRX) brings together two great nations separated by a similar language and shows how different nations do things and use different (terms), so that our people are ready to go in to Afghanistan and work alongside the Americans," Pulford said.

More than 3,000 US, PHL troops to hold amphibious landing exercise in

Over 3,000 United States and Filipino troops will take part in a joint military training exercise in several parts of the country in October, a military spokesman said yesterday.

Philippine Marine Corps spokesperson First Lt. Cheryl Tindog said that the annual RP-US Amphibious Landing Exercise, or Phiblex, will formally open this year on Oct. 8 in Subic Bay aboard the amphibious assault ship USS Bonhomme Richard.

The exercise will end on Oct. 18, also aboard the US warship.

In between, the exercise will take place in Marine Base Ternate in Cavite; Fort Magsaysay in Nueva Ecija; and Crow Valley in Tarlac.

Last year’s Phiblex exercise included boat-raid training in the West Philippine Sea.

However, Tindog says, there are no at-sea activities scheduled this year. “The focus of [this year's] training objective is on humanitarian assistance and disaster response.”

The exercise's humanitarian and civic action program component will be held in Palawan and Zambales. It will include medical and dental missions and the construction of classrooms.

At least 1,200 Filipino troops will be involved in this year’s Phiblex.

The Americans will field about 2,500 troops, some of whom have already arrived in the country and started engineering works in Palawan and Zambales with their Filipino counterparts, said Tindog.

“The objective of Phiblex is to…improve our military relationship and improve capability in responding to disasters,” she said. — BM, GMA News

South Korea, US practise occupying North Korea in military drill

South Korean troops practised a war scenario involving the occupation and stabilisation of North Korea during a joint military drill with the United States last month, a report says.

The two allies, who staged a similar stabilisation exercise in 2010, upgraded it to strengthen the role of the South Korean army in the event of an "emergency situation in the North", Dong-A Ilbo newspaper said.

It cited an unnamed senior government official, who said the manoeuvre - called Wind of Freedom - involved humanitarian assistance for North Koreans after occupying the communist state and restoring administrative services.

The exercise was part of the annual Ulchi Freedom Guardian drill held from August 20-31 and involving tens of thousands of South Korean and US troops.

The North has habitually condemned the drill as a provocative prelude to war.

"The practice...for the first time let the South Korean military lead overall operations to potentially stabilise the North, with the back-up by the US," said a military source quoted by Dong-A.

The two nations will stage a similar drill during an annual Key Resolve joint drill to be held early next year, the newspaper added.

Seoul's defence ministry spokesman declined to comment, saying details of military drills were confidential.

In 2010, Walter Sharp, the then commander of the 28,500 US troops stationed in the South, said the two allies needed to hold "realistic exercises" for "anything that could happen in Korea" including stability operations.

The North responded angrily to the reported stabilisation drill the same year, calling it "absolutely appalling" and accusing the South of trying to topple its regime.

The two Koreas have remained technically at war since the Korean War ended in 1953 with a truce rather than a peace treaty.

Japan's further provocation

The Japanese government has thrown down the gauntlet before China. China should take it up with an iron resolve and crush any Japanese act of aggression.

The Japanese Cabinet decided officially on Monday to bring China's Diaoyu Islands under Japanese control, and the Japanese government is considering striking a deal soon with the "owner" of three of the islets that it wants to purchase.

The decision came a day after President Hu Jintao admonished Japanese Prime Minister Yoshihiko Noda not to proceed with the "nationalization" plan.

Japan's action reveals outright disregard for our efforts for peace.

If being reasonable is no longer the right way to deal with the Japanese, we must prepare for a worse, and perhaps the worst, scenario, no matter how reluctant we are to do so.

Concrete actions are needed to show we won't retreat an inch from our duty to protect our sovereignty over these islands. Japan is turning the Diaoyu Islands into an area of conflict and is making it impossible for China and itself to have a normal relationship.

On Monday, Noda claimed that the Japanese government will bring the islands under stable and peaceful management.

That was sheer nonsense.

A thief is never a legitimate owner of stolen property. The Japanese government is not entitled to the Diaoyu Islands. These islets, regardless of claims that they are "owned" by a Japanese individual, a local government or a state, are a part of China.

It's certainly questionable if the Japanese government will prove capable of keeping them stable and peaceful.

A general election is expected to take place in Japan in November. Several of the political heavyweights who are aspiring to become the next prime minister of the country already have their eyes on the Diaoyu Islands.

Nobuteru Ishihara, secretary-general of Japan's Liberal Democratic Party and the eldest son of the right-wing Tokyo governor Shintaro Ishihara, is one of those who are hoping to ratchet up the tension.

Whatever the motives are behind Japan's attempts to "nationalize" the Diaoyu Islands, Japan is not and will never be the legitimate owner of them.

China publicized the territorial sea baselines of the Diaoyu Islands and other islets on Monday. Chinese boats will patrol them regularly.

Japan should prepare to face the consequences of its actions.

China's military vows to defend Diaoyu

China's armed forces on Tuesday vowed unwavering determination and will to guard its territorial sovereignty, in a statement issued by the Defense Ministry.

"We are closely watching the development of the situation, and we reserve the right to take countermeasures," Defense Ministry spokesman Geng Yansheng told reporters on Tuesday.

The Chinese military expressed strong opposition and protest against the Japanese government decision to "nationalize" China's territorial Diaoyu Islands, the spokesman said.

The Diaoyu Islands and affiliated islets have been China's territory since ancient times, this is supported by historical facts and jurisprudential evidence, and the Japanese government's so-called "purchase" of the Diaoyu Island is totally illegal and invalid, Geng said.

"In recent years, Japan has resorted to various excuses for arms expansion, triggered frequent tension in the region, and continually embarked on provocations over the Diaoyu Islands issue, which deserves high alert from its Asian neighbors and the international community," Geng added.

"Absolutely no concession" on Diaoyu Islands, says Chinese premier

Premier Wen Jiabao said Monday the Diaoyu Islands are an inalienable part of China's territory and China will "absolutely make no concession" on issues concerning its sovereignty and territorial integrity.

Despite repeated solemn representations of China, the Japanese government announced Monday it would "purchase" part of China's Diaoyu Islands from "private Japanese owners" and bring the islands under "state control."

Also Monday, Premier Wen pledged China won't back down on issues surrounding the Diaoyu Islands.

"The Diaoyu Islands are an inalienable part of China's territory, and the Chinese government and its people will absolutely make no concession on issues concerning its sovereignty and territorial integrity," Wen said while addressing an inauguration ceremony for a statue of late Chinese leaders Zhou Enlai and Chen Yi at the China Foreign Affairs University in Beijing.

China has repeatedly told Japan that it holds a firm stance that the Diaoyu Islands and adjacent islets have been an inalienable part of China's territory since ancient times, and that any of Japan's unilateral moves against Chinese nationals is illegal and invalid.

"The Chinese government and its people cherish their country's hard-won national sovereignty and dignity more than anybody," Wen told the students, noting that China has maintained such a firm and unyielding character even in situations of extreme hardship.

Discard illusion of friendly ties with Japan

But that still poses a limited threat to China. China has plenty of measures to restrain Japan. Pressure on Japan can also come from other neighboring countries.

Sino-Japanese relations suffered a serious blow yesterday when the Japanese government signed a deal to purchase the Diaoyu Islands with the self-proclaimed "owner." The friendly ties between the two countries established in the 1970s collapsed completely.

Chinese anger of over a century toward Japan was awakened yesterday, and will in turn affect Japanese feelings toward China. It appears inevitable the two sides will be overwhelmed by hatred again now that more conflicts can be expected. China needs to be prepared for further deterioration of bilateral ties. For Beijing, the future priority isn't to maintain stable ties, but to protect its core interests as Sino-Japanese relations sour.

Despite China's commitment to building friendly neighboring ties, the Diaoyu issue has turned China and Japan into opponents. China isn't used to having an adversary close by. But it isn't necessarily a bad thing. Japan inflicted painful atrocities against China in the past. It is now more developed than China, but is in decline. The balance of national power is shifting between the two. With such a close opponent, China can be spurred to action.

Japan depends on the Chinese market more than China does on the Japanese market. A political confrontation will bring insignificant economic damage to China. Meanwhile, with China's nuclear deterrence, Japan is less likely to launch a military attack on China. Of course, Tokyo may remilitarize itself, even with nuclear armaments, encouraged by the US. But that still poses a limited threat to China. China has plenty of measures to restrain Japan. Pressure on Japan can also come from other neighboring countries.

China has been advocating friendly ties with its neighbor, but Japan has created enough troubles for China over the years. But its behavior toward the US and Russia demonstrates its inferiority toward strong countries. China cannot repeat what the US and Russia did to Japan. But a lesson is necessary to dispel its contempt toward China since the Meiji Restoration.

China is accumulating strength with its fast development. It can fully show this strength to Japan in a future conflict to reverse Japan's attitude toward China. Until that time, it is possible to restart friendly ties between China and Japan. It may take 30 years if it goes smoothly. In a word, most young and middle-aged people will be able to see Japan treat China differently.

Keeping friendly neighboring ties is a good policy. But it cannot be achieved through one-sided begging and compromising.

Diaoyu will remain China's

Using its Cold War policy against China, the US handed over the administration of Okinawa, which was under its trusteeship, and the Diaoyu Islands to Japan in 1971 despite the vehement protests of the Chinese government and compatriots on both sides of the Taiwan Straits. This is how the Diaoyu Islands problem became a territorial dispute between China and Japan, and the Americans are well aware of that.

Washington used the occasion to get behind Japan and hinted that the US-Japan security treaty covered the Diaoyu Islands. As a result, Japanese politicians are now playing with fire.

The US wants to fulfil its global strategic objectives, including containing China's rise and undermining its maritime interests. The Diaoyu Islands are the first islands marked out by the West to contain China.

Japan has turned the dispute with China over the sovereignty of Diaoyu Islands into a farce. The machinations of Japanese politicians and right-wing activists' attempt to "purchase" China's Diaoyu Islands undermine the tacit understanding between China and Japan to shelve disputes and deal with more pressing issues.

In the latest development, the Japanese government said on Sept 10 it would "nationalize" the islands by "buying" it from their "owner" for 2.05 billion yen ($26 million) on Sept 11. Japan has not only intensified the dispute, but also continues to fan the flames of passion. Irrespective all the crafty plots, however, Japan cannot change the fact that the Diaoyu Islands belong to China.

China has made diplomatic representations and responded resolutely to reiterate the facts and drive sense into Japanese politicians. Chinese activists, too, have demonstrated their indignation and reiterated China's sovereignty over the Diaoyu Islands, reflecting Chinese people's will to defend the country's sovereignty.

Many of the contradictions between China and Japan are the creation of the United States.

After World War II, according to the Cairo Declaration (1943) and the Potsdam Proclamation (1945), the Chinese government resumed its sovereignty over the Diaoyu Islands, which were illegally occupied by Japan after the Sino-Japanese War (1894-95).In 1951, Japan and the US signed an illegal treaty in San Francisco without inviting China, which should have been a party because the Diaoyu Islands are Chinese territory. The islands were then "entrusted" to the US according to the treaty.

The Chinese government has never recognized the San Francisco treaty. Using its Cold War policy against China, the US handed over the administration of Okinawa, which was under its trusteeship, and the Diaoyu Islands to Japan in 1971 despite the vehement protests of the Chinese government and compatriots on both sides of the Taiwan Straits. This is how the Diaoyu Islands problem became a territorial dispute between China and Japan, and the Americans are well aware of that.

Japan asked the US to extend the US-Japan security treaty to cover China's Diaoyu Islands so that Washington could help Tokyo if the territories under its administration came under armed attack. Japan wants to drag the US into the dispute over the Diaoyu Islands to enjoy the protective umbrella of the Americans.

After sowing the seeds of friction between China and Japan over the Diaoyu Islands, the US wanted to observe the situation from a distance and reap the benefits emerging from an intensified dispute. But after China's rise, Japan began asking the US for more support and greater commitment. Washington used the occasion to get behind Japan and hinted that the US-Japan security treaty covered the Diaoyu Islands. As a result, Japanese politicians are now playing with fire.

The US wants to fulfil its global strategic objectives, including containing China's rise and undermining its maritime interests. The Diaoyu Islands are the first islands marked out by the West to contain China. Washington will not allow Beijing to regain control of the Diaoyu Islands without a struggle. It is determined not to allow Beijing to challenge its dominance in the Asia-Pacific region, even though Beijing has no plans to do so.

But the US will not sit by and watch while Japan tries the patience of China, which could draw Washington into a conflict between Beijing and Tokyo. This is also not in line with the US' interests. It seems that after sowing the seeds of discord between China and Japan, the US wants to act as a mediator, a contradictory but unique role.

Washington and Tokyo are not engaged in a monolithic calculation. Besides, China's increasingly rapid development has made it an indispensable partner for dialogue and cooperation for the US. And given China's influence on the international community, the US has to consider overall Sino-US relations before taking any hasty decision. So in the final analysis, the Diaoyu Islands dispute is the result of a power game.

China is rising, albeit peacefully, and will not only protest against any unfair act, but also is determined to safeguard the sovereignty of the Diaoyu Islands. The timing and conditions for resolving the Diaoyu Islands dispute once and for all may not be mature enough, but China is determined to safeguard its sovereignty and Chinese activists' successful landing on the Diaoyu Islands mirrors that determination.

There is no conflict between diplomatic struggle and the bottom-up efforts of the Chinese activists. But diplomacy has its own rules and arrangements, and it is difficult for activists to coordinate their moves with diplomatic measures, especially because Chinese activists desperate to safeguard China's Diaoyu Islands include compatriots from the Chinese mainland, Hong Kong, Macao and Taiwan and those living in foreign countries. Since civil efforts have their limitations, diplomacy should play the main role in resolving the dispute.

The Chinese leadership has reiterated that Diaoyu Islands are an inalienable part of China's territory and China will "absolutely make no concession" on issues concerning its sovereignty and territorial integrity. On Sept 10, the Chinese government announced the baseline of territorial sea off the Diaoyu Islands.

China should send its ships on sovereign cruise and make the practice routine. That may push Japan back from its current stance that there is no sovereignty dispute over the Diaoyu Islands. The fact that the islands belong to China, combined with China's growing influence on the world, will compel the international community to force Tokyo to the negotiating table to resolve the issue with Beijing. This process is moving toward progressive realization.

Former Kosovo rebel describes removing prisoner's heart for black market sale

A former Kosovo rebel witness described in an interview how he removed a prisoner's heart for the black market in organs during the 1990s Kosovo conflict, Serbian RTS state television reported.

The interview was broadcast on Monday a day after Serbia's war crimes prosecutor Vladimir Vukcevic told AFP his office had a witness who "testified about a medical procedure, done in northern Albania, that consisted of harvesting organs from Serbs kidnapped during the 1998-99 conflict in Kosovo".

"They gave me a scalpel. I put my left hand on his chest and began cutting. When I got near the bottom (of the ribs), the blood started pouring," the witness, whose face was not shown and whose voice was distorted, told RTS.

"As soon as I started cutting, he began screaming not to kill him and then he lost consciousness. I don't know if he fainted or died," he said, apparently speaking in Albanian with his words subtitled in Serbian.

Claims of organ harvesting by the former rebel Kosovo Liberation Army (KLA) during and after the conflict are being investigated by the EU-named US prosecutor John Clint Williamson and Belgrade said he was informed about this witness.

Council of Europe rapporteur Dick Marty alleged in a hard-hitting 2010 report that senior KLA commanders – including current Kosovo Prime Minister Hashim Thaci – were involved in illegal organ trafficking.

The report said that organs were taken from the bodies of prisoners, many of them Serbs, held by the KLA in Albania at the time.

Thaci as well as Albania have denied the accusations and condemned Marty's report, as well as Sunday's revealing of the witness and his claims.

The witness, with only his hands and torso visible, explained in detail how he had been trained by "doctors" to harvest a heart from a prisoner at an undisclosed location.

"He (a doctor) told me what should I do on the body ... to make a cut from a throat to the end of ribs," the witness described the impromptu training organised several days before the surgery.

The ethnicity of the patient was not revealed in the interview, but Vukcevic told AFP the victim was a Serb prisoner, while the operation had been carried out near the northern Albanian town of Kukes.

The victim, a man in his twenties, was tied to tables in a school classroom by four rebels.

"When I came closer he was trying to get away but they tied him more. He began crying, begging,'God, do not slaughter me, do not kill me!'" the witness said.

Dressed in a black long-sleeve T-shirt, the man explained the procedure in details, saying that the two doctors had also been present at the scene, with a cooling box prepared for transport of organs.

"When I finished the first cut, I was told to make another one, a cross section ... The third line did the doctor himself seeing that my hand was shaking. He told me not to worry," the witness said.

As another doctor had forgotten the scissors, the witness proposed to make them from a "bayonet" of a Kalashnikov and was told "where to cut the ribs" with a warning "not to damage something, meaning, the heart."

A doctor "put both his hands into the body, pulled and opened it" while another man had brought the cooling box. As they had no "pegs for vessels to prevent bleeding ... we had to take a nylon, like a fishing one, to tie twice on each cut."

"We cut veins and when I took the heart, it was still beating ... I put it in the box" for transport, he said.

It was then taken to the airport in Albania's capital Tirana, where the rebels, including the witness, were met by several Albanian army officials.

The box was given to a "foreigner" coming out from a "small private plane" with a Turkish flag, the witness said.

The wartime organ harvesting case is believed to be linked to the so-called Medicos affair, another case of organ trafficking at a hospital in Kosovo's main city Pristina.

Seven people, mostly doctors, are on trial before an EU-run court there on charges of illegally transplanting organs at the Medicus Clinic.

The case came to light in 2008 after police opened an investigation into the collapse of a Young Turk at the Pristina airport following a kidney donation to an Israeli man.

TOKYO: Japanese Prime Minister Yoshihiko Noda ordered Japan's Self Defense Forces (JSDF) to be fully prepared for any emergency under the complex peripheral security environment at the Ministry of Defense Tuesday morning.

Noda reviewed the guards of honor of JSDF inside the Ministry of Defense, and then attended a senior commander meeting of JSDF, accompanied by the Defense Minister Satoshi Morimoto.

Noda made a speech to about 180 senior commanders of JSDF at the meeting.

In the speech, Noda said the uncertainties over Japan's peripheral security environment rose to the highest level as the military activity of surrounding countries, including Democratic People's Republic of Korea, China and Russia, became more active, thus the JSDF should monitor and analyze the countries closely.

He particularly mentioned that China has been increasingly active in surrounding seas.

The Japanese government has exchanged the official contract on the purchase of Diaoyu Islands with Kurihara family whom the Japanese side called "the private owner" Tuesday morning, despite strong protest from China.

The Japanese government will pay the expense of 2.05 billion yen (26.15 million U.S. dollars) with government reserve funds to the Kurihara family, who claims to own the Diaoyu Islands in the East China Sea.

Demonstrating China's undisputable sovereignty over the islands, two ships of the China Marine Surveillance (CMS) reached the waters around the islets Tuesday morning.

The CMS has drafted an action plan for safeguarding territorial sovereignty and would take actions pending the development of the situation.

Japan's Chief Cabinet Secretary Osamu Fujimura announced Monday afternoon that the Japanese government hopes the purchase would not undermine the overall bilateral relations with China.

The Chinese Foreign Ministry reacted quickly on Monday, saying Japan's purchase of the islands is illegal and invalid and China firmly opposes the move.

Chinese President Hu Jintao, during his meeting with Japanese Prime Minister Yoshihiko Noda on the sidelines of the APEC summit on Sunday, made clear China's position on relations with Japan and on the Diaoyu Islands issue.

Hu pointed out that China-Japan relations had recently faced a severe situation due to the Diaoyu Islands issue.

Japan nationalizes Senkakus, provokes Chinese protest

TOKYO: The Japanese government on Tuesday nationalized the Senkaku Islands, provoking protests in China and Taiwan, which claim territorial rights over the uninhabited islets in the East China Sea.

Japan put the islands under state control by signing a contract with the private owner of three of the five main islands in the Senkaku group following Cabinet approval for the disbursement of 2.05 billion yen for the purchase from the reserve fund for the year through next March.

Protesters took to the streets of various Chinese cities, including Beijing and Shanghai, with Chinese Foreign Ministry spokesman Hong Lei urging Japan in a regular news conference to abandon its "mistaken measure" and return to the track of negotiations to resolve the dispute.

Islands stolen by Japan

Japan has slammed the door on diplomacy by "nationalizing" Chinese territory.

Yet, the country has no legal grounds for taking control of the Diaoyu Islands and, for that reason, simply cannot deprive China of its sovereignty over them.

It's high time that China resort to legal methods in these disputes. International jurisprudential evidence is irrefutable in its proof that China has sovereignty over the islands.

The Diaoyu Islands issue was settled after World War II. The United States has nonetheless managed to turn it into a complicated dispute.

The earliest historical records to show the islands are Chinese navigational documents dating to 1403. References to the Diaoyu Islands also occur in Chinese logs and maps from about the same time. For centuries the Diaoyu Islands were administered as part of Taiwan.

Japan took the Liu Chiu Islands, which Japan calls Okinawa, by force from China in 1874, when the Qing Dynasty (1644-1911) was at war with several countries. The Diaoyu Islands, though, remained under the administration of Taiwan. Following China's defeat in the Sino-Japanese War in 1894-95, the Qing government ceded Taiwan, including its subsidiary islands, to Japan.

That was reversed by the Cairo and Potsdam Declarations, which resulted in Taiwan being returned to China in 1945 at the end of World War II. The Japanese government accepted the terms of these documents, including one saying "that all the territories Japan has stolen from the Chinese, such as Manchuria, Formosa (as Taiwan was called before 1945), the Pescadores, shall be restored to the Republic of China".

Article 2 of the Treaty of Peace with Japan, which was signed in 1951 by Japan and the allied powers, states: "Japan renounced all right, title and claim to Formosa and the Paracels." Article 4 of a separate peace treaty signed in 1952 by Japan and the Republic of China declared that all agreements made between Japan and China before 1941 were null and void.

As stated above, it's perfectly logical to conclude that the Diaoyu Islands, being part of the Taiwan territories, have been returned to China.

So where do the claims to the contrary come from?

In part from an illegal treaty the United States and Japan signed in San Francisco in 1951 in the absence of China, one of the victors in the war. Article 3 of the treaty wrongly assigned the Diaoyu Islands and other islets to the Liu Chiu Islands, which was then under the US' control.

China has never recognized the San Francisco Treaty.

After 1972, when the US handed over the Diaoyu Islands, as well as the Liu Chiu Islands, to Japan under the Okinawa Reversion Agreement, Japan once again began to administer the islets. Even so, that agreement did not and could not recognize Japan's control over the islands. The country is now trying to use its "nationalization" plan to pretend it has sovereignty over the Diaoyu Islands.

Given the rampant rightist tendency seen in Japanese politics and the potential dangers Japan poses to its neighbors and the region at large, there is an imperative need to set the record straight.

Chinese people, gov't together on Diaoyu Islands

Angered by Japan's so-called "purchase" of some of the Diaoyu Islands, a Chinese territory, people in China of various walks of life have expressed support for the Chinese government in introducing countermeasures.

Despite strong warnings and opposition voiced by top Chinese leaders, the Japanese government on Tuesday signed a contract with the Kurihara family, which Japan claims is the "private owner" of the Diaoyu Islands.

"Our tolerance should not be met with cruelty. And we should call stridently for the Diaoyu Islands and must not allow any country to forcibly occupy our territory," said a netizen nicknamed "Dingxinran" in a webpost.

Some people also posted online a Japanese map drawn by the Japanese military in 1876 to prove that the Diaoyu Islands don't belong to Japan.

"As a member of the Chinese nation, I resolutely and unconditionally support the Chinese government's stance and countermeasures that aim to safeguard national dignity and sovereignty," said another netizen.

Foreign Minister Yang Jiechi said on Monday that China urges Japan to immediately revoke its wrong decision to "buy" the Diaoyu Islands and stop all actions that undermine China's territorial sovereignty.

Otherwise, all consequences should be borne only by the Japanese side, according to Yang.

On the same day, the Chinese government announced the base points and baselines of the territorial waters of Diaoyu Islands, a move that further demonstrates China's sovereignty.

China's oceanic authority has recently improved its monitoring over far-sea territory including the Diaoyu Islands.

Gao Hong, an expert on Japan studies at the Chinese Academy of Social Sciences, told Xinhua in an interview on Tuesday that China can use all necessary means to monitor the islands regularly, conduct patrols and offer protection to fishermen.
