Kazakh Senate speaker met with NATO PA President


Kazakh Senate Chairman Kairat Mami met with the President of the NATO Parliament Assembly Karl Lamers, the press service of the Senate reported.

Issues of further cooperation between the Kazakh Parliament and the NATO Parliament Assembly, strengthening of the security system in Central Asia, and the activity of the International Security Assistance Force (ISAF) in Afghanistan were discussed at the meeting.

"Our country attaches great importance to the development of multidimensional and multifaceted cooperation with NATO," K. Mami said.

Besides, the Kazakh Senate Chairman noted the success of cooperation in the modernization of the armed forces and military training to NATO standards, joint demilitarization projects and capacity-building of civil emergency planning.

A Kazakh parliamentary delegation has the status of an "observer" and routinely participates in the annual sessions of the NATO Parliamentary Assembly and the Organization's activities.

Delegation of NATO Parliamentary Assembly to visit Kyrgyzstan

Bishkek: A delegation of the North Atlantic Treaty Organization’s (NATO) Parliamentary Assembly, headed by Karl Lamers, will arrive in Kyrgyzstan, Head of Information, Press and Culture Department, Spokesman for the Ministry of Foreign Affairs Nurjigit Kadyrbekov said at a press conference in the Foreign Affairs Ministry of Kyrgyzstan today.

As mentioned, a meeting of Karl Lamers with acting Minister of Foreign Affairs of the Kyrgyz Republic Ruslan Kazakbaev will take place on September 7, during which they will discuss regional security in Afghanistan and Pakistan. The meeting is timely due to NATO’s military withdrawal from Afghanistan in 2014.

NATO Secretary General, US Senators to visit Georgia this week

Secretary General of NATO, Anders Fogh Rasmussen, will arrive in Georgia on September 6th to attend the ambassadorial, which will be also attended by the foreign ministers from Sweden, Poland, Argentina and Fiji, Deputy Minister of Foreign Affairs of Georgia, Nino Kalandadze, announced at a briefing today.

She said the Secretary General would deliver a speech at the ambassadorial; each minister will have their own schedule of meetings.

The NATO Secretary General will also meet with the officers of the military battalion, which will be sent to Afghanistan within the ISAF mission.

The Georgian government is also expecting two American Senators, John McCain and Joseph Lieberman, who will hold meetings with Georgian lawmakers and political leaders to discuss the pre-election situation in the country.

`With this visit, the US Senators will clearly express the support of the US government towards Georgia, including the steps made by Georgian government. We hope that within these visits we`ll be given yet another chance to provide them with detailed information about the ongoing processes in Georgia,` Nino Kalandadze said.

Defense Minister visited Georgian military base in Afghanistan

Minister of Defence of Georgia Dimitri Shashkini together with the MoD delegation visited Afghanistan. The Defence Minister and Chief of Joint Staff of GAF Lieutenant-General Devi Chankotadze arrived in Helmand province to meet with the Georgian military servicemen deployed in the military base “Shukvani”.

The top brass of MoD met with the ISAF Commander of Regional Command Southwest Major General Charles M. Gurganus and Commander of Task Force RC (SW) Major General David H. Berger.

They briefed the Ministry officials on the progress of the mission.

The Georgian military participates in the ISAF mission in Helmand as part of the U.S. contingent. Side by side with American marines they have been performing a full range of security operations for six months...

U.S. Navy to deploy command post on Philippine island closest to Spratlys

The U.S. Navy is planning to deploy a marine command post on the Philippine island of Palawan facing the South China Sea, the Kyodo news agency reported on Tuesday.

An advance command post and about 60 marines will be stationed on the island under the plan.

Palawan is the closest to the disputed Spratly archipelago claimed wholly or partially by China, Vietnam, the Philippines, Taiwan, Malaysia and Brunei.

Clinton must see China’s territorial stance

The fundamental reason for the sudden prominence of the South China Sea issue and the Diaoyu Islands dispute has been the US.

Seeing the "pivot" to Asia, the US has fomented surrounding countries into confronting China over territorial disputes, so as to disturb and check China's rise.

China should not let the US have any doubt or other misjudgments regarding its determination.

Even before arriving in China, US Secretary of State Hillary Clinton had expressed her desire to talk with China regarding East Asian territorial disputes including the South China Sea issue. But what she would like to specifically talk about remains unknown.

It's very likely that Clinton will reiterate the principle of a peaceful solution, which the Chinese side in no way opposes.

She may also request China enter into negotiations with ASEAN over the South China Sea issue. But this will not be accepted by China, which has long called for bilateral negotiations.

Clinton once publicly warned China against coercing states that it has territorial disputes with.

Nonetheless, if China could really deal with the Philippines and Vietnam through "coercion," these two countries would not have acted as provocatively in recent times, and the South China Sea issue would have been much simpler, because the parties involved would have simply prepared for war.

As for the territorial disputes, there are not many things China has to say to the US either.

The fundamental reason for the sudden prominence of the South China Sea issue and the Diaoyu Islands dispute has been the US.

Seeing the "pivot" to Asia, the US has fomented surrounding countries into confronting China over territorial disputes, so as to disturb and check China's rise.

It's good that the US and China are conducting high-level exchanges. China sincerely hopes the US stays neutral in regard to territorial disputes in East Asia.

However, Clinton might barely listen to any suggestions from China, since what she seeks is unilateral compromise by China.

China needs to firmly clarify its bottom line via Clinton toward the surrounding countries that it has disputes with.

Previously, China just released general statements about sovereignty, but lacked follow-up actions. As a result, some countries are not aware of China's determination.

We should openly and honestly clarify to Clinton our principles and what efforts we would like to make and what cost we are prepared to pay in order to safeguard them.

During previous high-level exchanges, the two countries have repeatedly reassured each other that neither side wants to bring a halt to the bilateral relationship. Both sides do need such caution in dealing with each other.

Clinton is not aiming to assist China's interests. However, she understands what responses best suit the interests of the US when facing China's firm determination to protect its national interests.

This is enough. China should not let the US have any doubt or other misjudgments regarding its determination.

Review of the Georgian Media: suspicious special operation, carefully calculated rhetoric of Saakashvili, pre-election campaign, charges of the government and the opposition

Almost unnoticed, Georgia has decided to again perform in the world arena by conducting a "special operation" against "North Caucasian militants", allegedly carried out near the border with Russia.

Official announcements from Georgian authorities have raised a few questions. First, if the militants penetrated into the territory of Georgia from Russia, fleeing from pursuit by government forces, then is it likely that these places had not already been familiar to them?

Second, if these places were familiar to the militants, doesn’t it mean that they had already been there?

Third, if they have already been there, is it possible that Georgian security agencies didn`t know of this fact?

Fourth, if the gunmen have already been there, they could not help knowing that Georgian security agencies had been informed of this. If so, then what sense was there in taking hostages?

Fifth: If they took hostages, what sense was there in exchanging the helpless hostages for professionally-trained fighters of the Georgian power structure?

There are more questions than answers. The odds are that [Georgian Prime Minister Vano] Merabishvili has decided to deal shortly with his North Caucasian friends whom he always considered only as expendable material to achieve his own goals for lifting the power rating of the party [Mikheil Saakashvili's National Movement - Democrats] before the election. However, Saakashvili endeavored even in this losing situation, in the sense of the relationship with the North Caucasus, to squeeze the last drop of dividends. In his statement on the matter he began by praising those who had in a cowardly and brutal manner murdered his satraps.

"It was a well-organized and highly professional group of militants. Those were real warriors"- so he said about the dead. The Georgian soldiers were honored only with modest praise. "But our people were also not bad" – that was his only praise of the killed.

Of course, these words are only designed for the North Caucasian peoples, who appreciate respect for a defeated enemy and modesty. Saakashvili has taken into account these two important features of the mentality of those to whom his words were actually addressed.

Saakashvili then tried to put the blame for the tragedy on the killed themselves. "God knows, we have offered them the chance to surrender on acceptable terms, but they refused and we were forced to take action. They chose their fate themselves." That is, "they wanted to die." Here again one more question has arisen: if a group of armed men penetrated into Georgia to escape the persecution of Russian forces, then why would they aggravate their situation by taking hostages in Georgia, deliberately provoking an unequal conflict with Georgian security forces? It`s hard to believe in this.

However, let`s listen to the whole of Saakashvili's speech, because further we`ll hear a very interesting point: President Saakashvili has made an original apology, however, careful not to lose face and being confident in his innocence: "We don`t rejoice at somebody`s death, including those who killed our people - our best fighters and the best citizens. They probably deserved it, but I am not rejoicing at their death."

The following piece of Saakashvili`s statement had been carefully thought over and sounded in unison with the traditions of the peoples of the Caucasus, for whom the burial of a human with rituals observance and visiting the grave of the deceased is of great imporance. At the same time, even in this tragic context the president of Georgia has not missed an opportunity to accuse Russia: "We are not the Russian army. We have to respect them, bathe the dead and bury them, observing our historical and Muslim traditions, and if their family and friends want to come from the Caucasus, we have to show them the graves."

As we see, everything is well prepared to be spontaneous. However, this unprovoked assassination of former allies to achieve pre-election propaganda purposes brought Saakashvili and his party just propaganda advantages. No one will ask the proper questions, composing the title of the article - that Georgian propaganda is very elaborate. (The quotes are from the article "The North Caucasian militants, killed in Georgia, will be buried with observance of their religious traditions" on the Georgian informational-analytical portal Georgia Online on August 30, 2012). An event will soon be held for which, in fact, this tragic show was made with the assassinations of the North Caucasians: elections to the Georgian parliament.

Elections are always accompanied by exciting and interesting compromising revelations. Georgia is not the exception to the rule.

"Georgian President Saakashvili constantly talks about the construction of the country but, in fact, in Georgia there is no free business environment. Every type of business is lobbied by the authorities and space, respectively, is granted only to those businessmen who are loyal to the government, or their relatives and friends. Industry is not developing, as the entrepreneurs who invest all their latest capital are arrested for minor reasons or fabrications, are sentenced to long terms, and then proposed a procedural agreement forcing them to pay a lot of money in exchange for freedom or reduced terms.

"Practically, no single businessman who refused to pay tribute to the National Movement has evaded the avenging hand of the powerful Saakashvili, " Lascha Gabiskiria has written in the article "So the Authorities Pursue Businessmen" on the website of the Georgian news agency MediaNews on August, 30, 2012.

"The Labor Party of Georgia has accused Saakashvili and Ivanishvili of trying to sell Meskheti-Javakheti. As declared by the ideological secretary of the Labour Party, Kakha Dzagania, at today`s press conference, the National Movement had presented in the Akhalkalaki district the ideologist for separation of the region from Goergia, Samvel Petrosyan, as a majority candidate, and for The Georgian Dream the leader of the separatist organization Javakhk. Norik Karapetyan.

"In the history of mankind the example of an unprecedented case in Georgia is taking place; in particular, the ruling gang presented a as the majoritarian candidate in the Akhalkalaki district the ideologue for separation of the region from Georgia, Samvel Petrosyan, and the "dream" of the criminal oligarch presented a leader of the separatist organization Javakhk, Norik Karapetyan. As one can see, a new stage of the political happiness of Saakashvili and Ivanishvili this time is going to start by selling Meskheti-Javakheti," underlined Dzagania. She expressed the hope that on October, 1 some intimidated, bribed voters would take into account at least this fact," it is said in the article of the same edition, "The Labourists Have Accused Saakashvili and Ivanishvili of Selling Meskheti-Javakheti," on August, 31, 2012.

The Signagi organization of the Free Georgia party has accused the local government of bribing voters. This has been announced by the chairman of the Signagi organization, Maya Sukhishvili...

I`d like to draw the attention of those who at that period were persuading South Ossetia to be a part of Georgia, which at that time was described for us as some kind of heaven on earth. It will take years and it will be widely recognized, even by the liberal media, the truth about the atrocities of the bloody regime of Saakashvili. And we, again, as now, will be happy that we have not traded the longed-for freedom for a mess of pottage.

And so, like dust swept by wind, time disperses a lie, exposing the truth. Sometimes it is late, but sooner or later - it always comes. The veil of lies will fall down from the tragedy mentioned at the beginning of the article and from the other important matters, and the followers of justice will triumph.

US position on Diaoyu Islands very dangerous

Not long after US President Barack Obama came into office he begin to convey his strategic intentions to Pivot to Asia to the world. And many analysts believe the key in implementing the Obama administration's Pivot to Asia policy is to unite allies in the Asia-Pacific region to curb the rise of China.

The United States Secretary of State Hillary Clinton will arrive in China Tuesday for a two-day trip to exchange views on a wide range of issues including reiterating the US position on the Diaoyu Islands.

As far as we know, however, the so-called US position on the Diaoyu Islands is very dangerous and is not conducive to the security and stability of the Asia-Pacific region.

What is the US position on the Diaoyu Islands?

According to the remarks made by the US State Department spokeswoman Victoria Nuland at a regular briefing on August 28, the US stance could be boiled down to: the US claimed it does not take a position on the question of the ultimate sovereignty of the Diaoyu Islands. It also stated the islands are under the administrative control of the government of Japan, so the islands fall under the scope of the US-Japan security treaty.

And Nuland also made it clear that Washington calls the islands by their Japanese name, the Senkaku Islands, instead of the Diaoyu Islands, which bears serious connotations of "recognition" in international relations.

It's not difficult to tell that though the US government's position on the Diaoyu islands is contradictory, in essence it's very clear, that is, it supports the Japanese government's confrontational stance against China on the issue of the Diaoyu Islands.

The US-Japan security treaty's Article 5 stipulates that an armed attack against either party in the territories under the administration of Japan would be a threat to both countries.

People have reasons to show concern that the US's strong intervention into the issue of the Diaoyu Islands and its insistence on backing Japan will harden the position of the Japanese government and will encourage the anti-China arrogance of Japanese right-wing forces.

This would probably make the dispute more complicated and weaken the viability of a negotiated settlement. And this would be detrimental to the security and stability of East Asia and even the entire Asia-Pacific region.

People also have reasons to believe that the US position on the Diaoyu Islands and its strong intervention is also a manifestation of its Pivot to Asia policy.

As a latest signal of the US policy, State Secretary Hillary Clinton participated in the 43rd Pacific Islands Forum on August 31, making it the highest ranking US government delegation to attend the meeting in 41 years. It showed the core of the diplomatic policy of the Obama administration's Pivot to Asia policy.

In fact, after the Obama administration announced the policy, it has already engaged in a series of activities, such as intervening into other countries' issues overtly or secretly, sowing discord among Asia-Pacific countries, flaring up regional tension, and even toughening the settlement of disputes by holding a joint military drill and enhancing front-line military deployment.

It intended to rebuild an order according to its own will after disturbing the Asia-Pacific situation so as to curb the rise of China to prevent it from challenging US status.

The US move to implement the Pivot to Asia policy, however, is even not extensively acclaimed by its domestic media.

An opinion piece carried by the Wall Street Journal pointed out that "So far, the first and perhaps biggest problem with the idea of the pivot... is that it remains largely rhetorical, vague and aspirational."

The supposed strategic shift "won't solve Asia's problems and may even add to the region's uncertainty by over-promising and under-delivering," according to the article.
