Volunteer 'Captains' Help Belarusians Amid Floods Homes on the outskirts of the Belarusian city of Homel have been inundated with spring floods for several weeks. The situation has forced some residents to live in their attics, while people who own boats are stepping forward to help ferry their neighbors to work and school.
