[In my opinion, despite very costly lowers, they have followed the wrong procedure. In Brazil, a refugee has only to to get the CPF and, later, the work permit by the work office, where a clerk (not a Federal Soviet!) gives it automatically. A Justice Minister declaration that one is a refugee should be sufficient. On the contrary, they have "transformed" a refugee in a foreign expert ("a great writer") applying for a work permit. He is a refugee, despite the guerrilla government-STF. Residence and work permits are automatic]
