South Sudan: Media Authority Bill
In June 2012, ARTICLE 19 analysed the Draft of the Media
Authority Bill 2012 of South Sudan (Bill No. 52) that is currently
pending an approval by the Council of Ministers and the Legislative
Assembly of South Sudan. The Draft Media Authority Bill 2012 is a part
of media reform legislation also comprising of the Right to Information

Ecuador: Law on Communications
In June 2012, ARTICLE 19 analysed the Draft Communications Law (“Ley
Orgánica de Comunicación”) of Ecuador. Although it was originally
proposed as far back as 2009, the Law attracted substantial controversy
and its adoption became stalled. Critics feared the proposal would
enable increased government control over the flow of information, while
the ruling majority argued its aim was to democratise communications and
break down old structures of corporate media control.

Ukraine: Data Protection Act and related legislation
ARTICLE 19 has analysed the provisions of the Ukraine Data Protection
Act, Law on Information, and Law on Access to Public Information, to
assess their compatibility with international standards relating to the
rights of freedom of expression and information. ARTICLE 19 finds the
Data Protection Act and related legislation to be lacking significant
provisions, which would ensure that the rights to privacy and freedom of
expression and information are appropriately balanced.

Art, in any form, constitutes a key medium through which information and
ideas are imparted and received. Artist Alert, launched by ARTICLE 19
in 2008, highlights cases of artists around the world whose right to
freedom of expression has been curtailed and abused, and seeks to more
effectively promote and defend freedom to create.

unlawful detention of Rwandese journalist, Idriss Gasana Byiringiro, by
the government security forces. It calls on the police to immediately

days.

Statement on stopping the harassment and intimidation of activists and journalists in Azerbaijan
We, the undersigned members of the Civic Solidarity Platform and the
International Partnership Group on Azerbaijan (IPGA), urgently call on
the Council of Europe, the EU and the Organization for Security and
Co-operation in Europe (OSCE) to press the Azerbaijani government to
immediately stop the harassment and intimidation of civil society
activists and journalists in Azerbaijan, and to conform to international
standards and commitments on freedom of expression and on the rights of
human rights defenders.

Of Aliens and Flying Saucers - Mouvement Raelien Suisse v Switzerland-Grand Chamber
Earlier this month, the Grand Chamber of the European Court of Human Rights handed down judgment in
Mouvement Raelien Suisse v Switzerland
(application no.16354/06). The case concerned the Swiss authorities’
refusal to allow a billboard campaign by the applicant movement on
grounds that its activities (including the promotion of human cloning
and sensual meditation) were immoral and contrary to public order.
