US Army Apologizes for Horrific Photos from Afghanistan
The images are repulsive. A group of rogue US Army soldiers in
Afghanistan killed innocent civilians and then posed with their bodies.
On Monday, SPIEGEL published some of the photos -- and the US military
responded promptly with an apology. Still, NATO fears that reactions in
Afghanistan could be violent.

Merkel Gambles Credibility with Nuclear U-Turn
In the aftermath of the accident at the Fukushima nuclear plant, German
Chancellor Angela Merkel made an astounding political U-turn. She went
from being an enthusiastic supporter of nuclear energy to arguing for
phasing it out as soon as possible. Many feel her new course is not
credible, and it is legally, financially and politically risky. By
SPIEGEL Staff.

Berlin Divided over Security Council Abstention
Not everyone in Berlin is happy that Chancellor Angela Merkel's
government opted to abstain from last Thursday's Security Council
resolution authorizing military force against Libya. Indeed, the rift
runs right through her own party. Foreign Minister Guido Westerwelle,
though, has the most to lose. By SPIEGEL Staff

Turkey Blocks NATO Mission in Libya
The US wants to hand over command of Operation Odyssey Dawn to another
country within a matter of days, but so far NATO has been unable to
reach an agreement on taking control of the implementation of the no-fly
zone in Libya. Turkey is leading the objections.

THE WORLD FROM BERLIN

'International Community Forced to Intervene in Libya'
Germany is standing firmly on the sidelines as Britain, France and the
United States conduct air strikes on Libyan installations in order to
establish a no-fly zone over the country. Editorialists are on the fence
about the new military action -- with some criticizing the UN for a
seemingly arbitrary decision and others the government in Berlin for its
abstention.

THE HELPLESSNESS OF JAPAN'S HELPERS

'The Worst Situation I've Ever Seen'
More than 10 days after the tsunami swept Japan, many communities remain
in a desperate state. The search for food, warmth and loved ones
continues despite the ravaged infrastructure. The effects of the
disaster are also now palpable in Tokyo, where power is being rationed,
and in the country's crucial manufacturing industry. By SPIEGEL Staff

Merkel Government Takes Hit in State Elections
German Chancellor Angela Merkel's Christian Democrats lost support in
Sunday's state elections in Saxony-Anhalt while her coalition partners
from the Free Democrats failed to get enough votes for representation in
the state parliament. The vote may bode ill for important state
elections this weekend.

OBITUARY
------------------------------------------------------------------------

Farewell Knut, Thanks for the Memories
Knut, Berlin's world-famous polar bear who died on Saturday, was a
product of the age of celebrity. But it wasn't just his
stranger-than-fiction story that made him unique -- this bear had
charisma, and will be very sorely missed. Berlin has lost an icon, and
should erect a monument in his memory.
