The Central Intelligence Agency has announced a sweeping reorganization, introducing a new Directorate dedicated to cyber-espionage and establishing ten new cross-directorate ‘mission centers’.
The CIA’s new cyber-division will be called the Directorate of Digital Innovation. It joins the four existing Directorates: Support, Science and Technology, and Operations and Analysis, under the new organization plan. Analysis is reverting to its traditional name, having been renamed “Directorate of Intelligence” previously, while Operations used to be known as the “National Clandestine Service.”
Additionally, agency director John Brennan announced the establishment of ten new “mission centers,” gathering CIA officers from across different Directorates to concentrate on specific subjects, regions or targets.
The 9/11 Commission criticized the CIA for not sharing intelligence that might have helped stop the 2001 attacks, and recommended a number of intelligence reforms. The new “mission centers” will put together operatives from the five Directorates to follow urgent threats and “fill information gaps”, Brennan explained.
According to Brennan, the centers will be organized by region – East Asia, for example – or by type of threat. The agency already operates two such information-sharing centers, devoted to counter-intelligence and counter-terrorism.
“I know there are seams right now, but what we’ve tried to do with these mission centers is cover the entire universe, regionally and functionally, and so something that’s going on in the world falls into one of those buckets,” he told reporters.
Brennan cited the need to adapt to the “unprecedented pace and impact of technological advancements” as the justification for establishing a new digital directorate. Its mission, as Brennan explained, would be to counter foreign hackers trying to penetrate US computer systems, as well as help American spies steal digital secrets around the world, saving the CIA a lot of “time, resources and energy.”
Cyber threats were the first type of threat on the list National Intelligence Director James Clapper presented to Congress at the annual hearing at the end of February. Clapper said that cyber-attacks had been “increasing in frequency, scale, sophistication and severity of impact.”

The Ohio man accused of plotting a deadly attack on Capitol Hill told a local news station that he would have shot President Barack Obama in the head had he not been arrested.
Twenty-year-old Christopher Cornell, who was arrested made the incendiary remark – threatening to kill the president – to local Fox affiliate WXIX during a telephone interview from jail. Generally, that crime is classified as a Class D felony.
Cornell was arrested in January for allegedly plotting to attack the US Capitol and kill legislators.
Cornell said that, had he had not been arrested by FBI agents, he would have carried out an alleged plot to plant pipe bombs at the Capitol and at the Israeli Embassy – a plan that he says was organized by the Islamic State.
“What would I have done? I would have took my gun, I would have put it to Obama’s head and I would have pulled the trigger,” Cornell told WXIX in a telephone interview from a Boone County, Kentucky jail that aired on Friday.
“Then I would have released more bullets on the Senate and the House of Representative members, and I would have attacked the Israeli Embassy and various other buildings full of kafir (a Muslim term for infidel) who want to wage war against us Muslims and shed our blood. That’s what would happen.”
Cornell was arrested by the FBI on January 14 after he reportedly researched how to make pipe bombs, purchased a rifle and 600 rounds of ammunition, and made plans to travel to Washington to carry out the plot.
He went on to say he believes there are more attacks to come and there are many others like him throughout the United States – specifically naming Texas, Ohio, New York City, the District of Columbia and more.
Cornell said he was fighting against “the continued American aggression against our people and the fact that America, specifically, President Obama, wants to wage war against the Islamic State.”
He added that while people may call him a terrorist, he and others like him view American troops the same way. He accused US soldiers of “coming to our lands, invading, stealing our resources and killing our people, raping our women.” He also criticized US support for Israel, saying they are being used to “kill our children in Palestine every single day.”
WXIX reported that Cornell’s recent statements have saddened his parents John and Carmen Cornell, both of whom previously stuck by him in January.
“Everybody is making him out to be a terrorist and they keep on calling him a terrorist. He is not a terrorist, he is a great person. He is a great son and I love him and I’m going to stick by him,” said Carmen at a hearing for Cornell at the time.
But after they heard the interview, John Cornell said it was his son speaking and added, “The kid has totally lost his mind. If he wants to sink himself for life, then we need to move on.” It is not only his parents who might see things differently. The comments might also affect the outcome of Cornell’s case.

Authorities in Turkey have confirmed social media reports that an injured Islamic State commander is being treated in a Denizli hospital, saying the militant has every right to receive medical care as he is a Turkish citizen.
The man, identified as Emrah Cakan, has reportedly been recovering in a hospital in Denizli in southwestern Turkey since February 28.
He was among 1,000 Turks, who joined the Islamic State (IS, formerly ISIS/ISIL), and quickly rose to the rank of a senior commander.
Cakan’s treatment “was started upon his own application,” the Denizli governor’s office said in a statement.
“The procedural acts concerning his injury were conducted by our border city during his entry to our country and they still continue. And his treatment continues as a part of his right to benefit from health services just like all our citizens,” it added.
Meanwhile, the Kurds, who have been fighting IS for the strategic city of Kobani on the Turkish-Syrian border since September, don’t seem to be as welcome in Turkey’s medical institutions as Islamic State militants.
