Police in the United States won’t be able to get a wide range of military grade equipment, including tanks and high-caliber firearms, from other federal agencies. The White House has introduced new restrictions prompted by the riots in Ferguson.
Under the new rules revealed on Monday this week, state, local and tribal law enforcement agencies are barred from buying or receiving from federal partners such as the Pentagon. This includes: weaponized vehicles and grenade launchers, and less-lethal items such as tactical vehicles, flash-bang explosives. Riot gear can now only be acquired by law enforcers if a list of conditions are met.
“The idea is to make sure we strike the right balance of providing equipment that is appropriate and important, while at the same time put standards in place that give a clear reason for the transfer of that equipment, with clear training and safety provisions in place,” Cecilia Muñoz, the White House director of domestic policy, told reporters in a conference call, according to the Washington Post.
Details about the decision were announced by the White House on Monday morning and are expected to be discussed by President Barack Obama later in the day when he speaks on community policing in Camden, New Jersey. According to the White House, the president will “highlight innovative steps taken by a city that has struggled with one of the nation’s highest violent crime rates to create economic opportunity, help police do their jobs more safely and reduce crime in the process.”
The topic of policing has dominated public discussions since Michael Brown, an unarmed 18-year-old black man, was shot and killed by a police officer in Ferguson, Missouri last year. The incident was followed by a wave of demonstrations, which attracted national attention after the Ferguson Police Department and other regional law enforcement groups responded to the protests clad in riot gear and equipped with high-powered weaponry more fit for a battlefield than a St. Louis suburb.

The Royal Navy has launched an investigation into whistleblower William McNeilly, who exposed horrid security lapses in UK’s trident nuclear program which make it easier for intruders to access some secured areas than enter “most nightclubs.”
UK authorities are “concerned for the whereabouts” of the 25-year old whistleblower, who went absent without leave and cooperated with WikiLeaks to post a detailed 18-page report called The Nuclear Secrets.
McNeilly, a weapons engineer, who allegedly served from January to April this year on board the HMS Victorious, claims that a number of security lapses and technical faults with the Trident missiles carrier exposes the UK nuclear deterrent to potential terrorist attacks that “would kill our people and destroy our land.”
Possible attackers have “the perfect opportunity to send nuclear warheads crashing down on the UK,” he claims.
In his revelations, the whistleblower notes some 30 safety and security flaws on Trident submarines that are based out of Faslane on the Clyde, Scotland. McNeilly took his time outlining the ease at which potential terrorist can infiltrate the secured base.
“At a Base security brief we were told that thousands of Royal Navy IDs go missing every year. A terrorist can use them, or create counterfeits with them and easily gain access down the submarine. Considering most of the guards barely look at them from a few metres (couple of feet if they’re the rare ones) away the fakes wouldn’t have to be too perfect,” the whistleblower explains.
“I’ve shown a room card or nothing, at least once at every check point,” McNeilly wrote.
An intruder could bring inside the secured facility any private electronic device to potentially steal top secret data – or even weapons and explosives, since the whistleblower claims, contractors and their equipment are hardly ever being searched.
“You can carry anything through the security check points without it being checked!” he says in the report. Personnel Electronics should be banned yet the policy isn’t enforced. You can bring whatever electronic devices you want onboard… They use their own personal electronics right beside the missiles.”
Lack of security checks was not because McNeilly was among the Royal Navy personnel, but because “that was a standard procedure.”
“100’s of contractors go down the boat when it’s alongside. Their equipment isn’t searched and they are not pat down. All it takes is someone to bring a bomb onboard to commit the worst terrorist attack the UK and the world has ever seen,” he wrote.
Besides the evident security flaws, the weapons technician lists a number of equipment problems, including a seawater leak, a flooded torpedo compartment and defective toilets. His revelations include missile compartment being used as an exercise gym, and the communication system that was difficult to understand.
“There were a lot of red tags on equipment in most of the compartments we went into. I highly suspected a lot of them were for defect rectification, rather than standard maintenance Tagouts. Seeing the condition of the security and equipment made me more than concerned, for the safety of the people,” he wrote.
The state of affairs is so chaotic that McNeilly says any “psychopath” can gain access to UK’s nuclear site.

A new island off Japan’s coast offers scientists a “natural laboratory” to observe how animal and plant life begin to inhabit virgin land. Researchers say the key ingredients will be bird poo and vomit, which will contribute to nutrient-rich soil.
The island, which contains a still-active volcano, is some 1,000 kilometers (620 miles) south of Tokyo. Spanning 2.46 kilometers (620 miles), it emerged from the Pacific Ocean following an eruption in November 2013.
It has grown to engulf its once larger neighbor, Nishinoshima, part of Japan’s Ogasawara island chain which is known for the variety and wealth of its ecosystem. Though it is currently almost all bare rock formed by cooled lava, scientists say the new Nishinoshima will one day be full of plant – and possibly animal – life.
“We biologists are very much focusing on the new island because we’ll be able to observe the starting point of evolutionary processes,” Naoki Kachi, professor and leader of Tokyo Metropolitan University’s Ogasawara Research Committee, told AFP.
Scientists have no idea when the island will stop spewing lava, but Kachi said that once the volcanic activity dies down, “what will probably happen first will be the arrival of plants brought by ocean currents and attached to birds’ feet.”
Those birds could eventually set up home on the island, or at the very least use it as a temporary resting place.
Waste from those birds – including feces, dropped feathers, regurgitated food, and rotting corpses – will be the most important component of the island’s colonization, forming a nutrient-rich soil offering fertile ground for seeds carried by the wind, or brought in the digestive systems of overflying birds.
“I am most interested in the effects of birds on the plants’ ecosystem – how their bodily wastes-turned-organic fertilizers enrich the vegetation and how their activities disturb it,” Kachi said.
Nishinoshima is expected to follow the path of Surtsey, an island that emerged around 30 kilometers (18.6 miles) off the coast of Iceland in 1963. During its half-a-century existence, researchers have watched a habitat evolve on the island. By 2004, it possessed a range of plants, along with 89 species of birds and 335 species of invertebrates.

Police Commissioner Bill Bratton finally gave a figure for the number of new officers he wants added to the NYPD, requesting at least 450 new police Sunday to combat what he said was an increased threat from terrorist groups like ISIS.
Bratton said he hoped to get approval for the additional officers, a number that would be a compromise between the City Council and Mayor de Blasio and “very, very quickly.”
“I’m going to put another 450 police officers – if we get the approval…into our counterterrorism operations to increase the ability of our officers to protect critical sites around the city,” Bratton said on grocery mogul John Catsimatidis’s Sunday radio show on AM 970.
The City Council has pushed for City Hall to hire an additional 1,000 cops, but de Blasio has continually said that he believes the 35,000-member department has proper staffing.
Bratton said the new officers were needed combat the evolving threat from ISIS and its acolytes.
“We need to be very concerned about terrorism,” he said. “That threat has expanded significantly in the now 16 months I’ve been police commissioner.”

Texas police say 170 people are facing organized crime charges following a biker gang shootout, which left nine dead and 18 others injured in Waco on Sunday. Law enforcement remains on alert in the city, with officers saying they have received threats.
The individuals are being “arrested and processed this morning…they will all face Engaging in Organized Crime charges. They are being booked and processed at this time…” the Waco Police Department wrote on its Facebook page on Monday.
It was previously reported that 192 people were being charged, though that number was revised down. Sergeant W. Patrick Swanton stressed that the number will likely continue to be “flexible.”
In a Monday news conference, Swanton said that various biker groups have threatened law enforcement officers since the shootout took place.
“We are very aware that some of them (biker groups) have come into our city and we have a contingency plan to deal with those individuals if they try to cause trouble here,” he said, later adding that “we have plenty of space in our county jail.”
Twin Peaks restaurant – the scene of the crime – has been prohibited from selling liquor or “moving liquor in or out of the establishment” for seven days, though it is allowed to be open for food sales.
However, Swanton said he hopes the restaurant will use this as a “cooling off period,” choosing to remain closed out of “respect” for the community.

Whistleblower Edward Snowden says he has been working harder and doing more significant things while in exile in Russia than he did while being a contractor for the National Security Agency (NSA).
“The fact is I was getting paid an extraordinary amount of money for very little work [at the NSA]with very little in the way of qualifications,” Snowden said via satellite link during an event at Stanford University on Friday.
In Russia, “that’s changed significantly,” the former NSA contractor, who revealed the agency’s vast and controversial surveillance activities in the US and abroad, said.
“I have to work a lot harder to do the same thing. The difference is that, even though I’ve lost a lot, I have a tremendous sense of satisfaction,” the whistleblower said, as cited by Business Insider.
However, he did not reveal exactly what he has been working on, saying that he is the type of person who believes in being judged on the final result.
Snowden also addressed the ethics of whistleblowing, reminding his audience that he never published a single document himself, but always worked alongside journalists.
The involvement of reporters also allowed the employment of a system of checks and balances while making the revelations, he said.
According to the whistleblower, there was no way for him to leak the files to the press anonymously as it could have led to a witch-hunt within the NSA, putting his former colleagues under threat.
“Whistleblowers are elected by circumstance. Nobody self-nominates to be a whistleblower because it’s so painful. Your lives are destroyed whether you are right or wrong. This is not something people sign up for,” he stressed.

Egyptian women are no longer allowed to travel to Turkey without security clearance, police in Egypt announced on Sunday. The same goes for Egyptian men – to prevent them from joining the so-called Islamic State. The restriction covers women aged 18 – 40 – they now need to obtain security clearance before leaving for Turkey.
“A security clearance can be acquired within 72 hours, and it is now mandatory for women traveling to that country,” the officer said.
In March, Egypt’s official Islamic authority called on Egyptian women to refrain from marrying Islamic State (IS, formerly ISIS/ISIL) fighters. The women ‘meet’ the jihadists on the internet, who then proceed to persuade them to travel to IS-controlled territories.
Male Egyptians came under the same rule in December. Like the women, they need compulsory security clearance to travel Turkey and Libya.
Since the overthrow of Islamist President Mohamed Morsi, Egypt has regularly suffered from Jihadist attacks, especially in the poorly policed Sinai Peninsula. The militants claim their acts of terror are revenge for repression against Morsi’s supporters. Morsi together with more than 100 of his colleagues were sentenced to death on Saturday for a mass jail breach in 2011.

Police will have to adopt new polices with regards to dealing with demonstrators in Washington, DC as a settlement comes close to being finalized in a case concerning 400 protesters unlawfully arrested during a 2002 rally protesting the World Bank.
US District Court Judge Emmet G. Sullivan has given his preliminary approval to a settlement that would award more than $2.2 million to individuals detained during a World Bank/International Monetary Fund protest more than a decade ago.
Judge Sullivan signed off on the proposed class action settlement on May 10, but attorneys representing the few hundred plaintiffs didn’t go public with his decision until Monday this week.
“Although many media pundits and politicians have suggested that the social justice movement and the free speech and assembly rights of protesters have to be constricted for the sake of security and order, this settlement disproves that myth,” said Mara Verheyden-Hilliard, the executive director of the Partnership for Civil Justice Fund, which represented the plaintiffs. “There is simply no basis by which any other jurisdiction’s police department can legitimately claim it cannot enact these procedural standards that conform to fundamental constitutional requirements.”
The settlement stems from an event held nearly 13 years ago in Pershing Park on the National Mall in Washington, DC in which protesters gathered to rally against the World Bank and IMF. That demonstration ended in mass arrests after the US Park Police encircled the group and the city’s Metropolitan Police Department took individuals into custody soon after.
Previous litigation rendered those arrests null and void, and the newest ruling would provide compensation on top of the $8.25 million previously awarded to the protesters.
In addition to putting aside $2.2 million to compensate the victims, the proposed settlement establishes new “best practices” to be adopted by the US Park Police, which the PCJF calls “significant and substantive reforms” with regards to the agency’s policies and procedures in handling First Amendment activities, as well as events where multiple police departments may be involved.

Fossil fuel companies are benefitting from global subsidies of $5.3tn (£3.4tn) a year, equivalent to $10m a minute every day, according to a startling new estimate by the International Monetary Fund.
The IMF calls the revelation “shocking” and says the figure is an “extremely robust” estimate of the true cost of fossil fuels. The $5.3tn subsidy estimated for 2015 is greater than the total health spending of all the world’s governments.
The vast sum is largely due to polluters not paying the costs imposed on governments by the burning of coal, oil and gas. These include the harm caused to local populations by air pollution as well as to people across the globe affected by the floods, droughts and storms being driven by climate change.
Nicholas Stern, an eminent climate economist at the London School of Economics, said: “This very important analysis shatters the myth that fossil fuels are cheap by showing just how huge their real costs are. There is no justification for these enormous subsidies for fossil fuels, which distort markets and damages economies, particularly in poorer countries.”
Lord Stern said that even the IMF’s vast subsidy figure was a significant underestimate: “A more complete estimate of the costs due to climate change would show the implicit subsidies for fossil fuels are much bigger even than this report suggests.”
The IMF, one of the world’s most respected financial institutions, said that ending subsidies for fossil fuels would cut global carbon emissions by 20%. That would be a giant step towards taming global warming, an issue on which the world has made little progress to date.
