1. Exclusive: Illegal African Immigrants 25 Percent of S. Tel Aviv

Illegal African infiltrators comprise approximately 25 percent of the Tel Aviv neighborhoods where they stay, according to official city statistics obtained by Arutz Sheva Monday. In Eilat, the illegal infiltrators comprise 10 percent of the entire city’s population.
The Tel Aviv figures take into account all of the southern areas of the city as well as a district that includes the central bus station and northern areas, where there are relative few infiltrators.
There are approximately 25,000 Africans in southern Tel Aviv, according to statistics compiled by the Population Authority in coordination with the Knesset Research Center. They were published last week by the Hebrew-language Yediot Acharonot newspaper.
City officials told Arutz Sheva that that the total population of the areas involved is slightly more than 100,000, including areas where there are virtually no illegal African infiltrators, meaning that the Africans make up 25% of the total. For the entire city, the illegal Afrcians make up approximately 6 percent of the population. The percentage is far higher when taking into account the number of licensed non-Jewish foreign workers, mainly from the Philippines and Thailand.
In Eilat, the estimated number of Africans is 5,000, more than 10 percent of the tourist city’s population of 47,400. Their percentage of the total population is 2 percent in Arad and 1.5 percent in Ashkelon. Many of them loiter in pubic squares, where their contact with resident shoppers is far greater than the statistics imply.
The increasing number of rapes and thefts in public areas and on Tel Aviv’s beaches have frightened residents, who have called on the government to take immediate action to deport them.
Tel Aviv city officials said that the number of illegal Africans infiltrating into Israel continues to grow at the rate of 1,500-2,000 a month.

2. MK Ben-Ari Dares MKs to Host Infiltrators at Home

National Union Knesset Member Dr. Michael Ben-Ari has asked the Knesset to let him host 100 illegal African infiltrators and says he wants to see if “bleeding heart MKs” are willing to take them to their homes.
Several months ago, a large number of Sudanese scared away some residents of an upper middle-class Tel Aviv neighborhood when they entered a swimming pool in a visit paid for by MK Ben-Ari.
The National Union MK now has written a letter to Knesset director-general Dan Landau to tell him to be prepared for a visit of the illegal immigrants, thousands of whom have invaded the low-income southern Tel Aviv neighborhoods and committed hundreds of acts of robbery and theft from residents.
“I want to test the pluralism of MKs such as Nitzan Horowitz and Ilan Ghilon (Meretz), who support keeping the infiltrators in Israel. It would interest me if the same MKs will agree to take them home, or perhaps their idea of human rights only applies to other neighborhoods,” wrote MK Ben-Ari.
He said he is inviting 100 of the illegal infiltrators to a full day in the Knesset in which they “will eat in the MKs’ cafeteria, participate in committee discussions, observe the Knesset session and tour Israel's hall of democracy.”
MK Ben-Ari wrote, “The MKs that speak about the phenomenon [of infiltrators taking over Tel Aviv neighborhoods], without knowing it in person, will directly meet with them and feel the experience of the residents, whose neighborhoods are invaded."
“On the other hand, there is a humanitarian angle for the infiltrators, whom many MKs consider as refugees who go hungry every day.” The MKs can show their concern by inviting them home, Ben Ari added.
“I request you to coordinate the visit within three weeks, and the visit will be paid for by the Knesset as part of its budget for visitors,” MK Ben-Ari wrote Landau.

3. Iran Behind Plots to Kill US Officials and Jews: Report

Iran, with Hizbullah compliance, is behind plots to kill U.S. officials and Jews with sniper fire and bombs, The Washington Post reported Monday in its lead article.
The information on the plots is another thread in the growing web of apparent international terrorism backed by Iran against Americans and Jews and which so far has produced attempted assassinations and several reported plots. “There is not yet a smoking gun, but the pattern is clear, and each day the volume of evidence grows,” said a Western diplomat, quoted by the Washington Post.
India has determined that Iran was behind an assassination attempt on the wife of an Israeli embassy official several months ago, and plots in Baku as well as a bomb blast in Bangkok have been traced to Iran.
The Washington Post stated that U.S. intelligence officials knew in November that Iran was behind plans for snipers to use silencer-rifles and a car bomb to kill American embassy employees in Azerbaijan
Shortly afterwards, Azerbaijan arrested more than 20 suspects, but the newspaper added, “U.S. and Middle Eastern officials now see the attempts as part of a broader campaign by Iran-linked operatives to kill foreign diplomats in at least seven countries over a span of 13 months.”
Half a dozen Israelis, as well as two officials from Saudi Arabia, were among those who were on the terrorists’ hit list.
Recent information implicates Hizbullah, heavily financed by Iran, in the plots, but there is no conclusive evidence.
As Iran engages the international community in talks over its nuclear program, the threats have taken a lower profile, but a Western diplomat told the Washington newspaper, “What happens if the talks fail — that’s anyone’s guess.”
Azerbaijan and its neighbor Iran are on difficult terms, with Iran accusing its neighbor of being an ally of Israel, which allegedly has struck an agreement allowing Israel to use its air space, and possible its territory, to stage an attack on Iranian nuclear installations.
Azerbaijan revealed several months ago that 10 Iranians were involved in plots for smuggling weapons and explosives into the country to kill Jews in Baku.
Other terrorist plots include the foiled assassination of Saudi Arabia’s ambassador in Washington earlier this year and plots to kill diplomats in several Asian countries, including Turkey and Pakistan.

4. Seven-Year-old Lone Survivor of Accident Stands Up on Her Own

Seven-year-old Rachel Atias, the lone survivor of the accident that wiped out her entire family of parents and six brothers and sisters, got out of her wheelchair and stood up on her own over the Shabbat-Shavuot holiday.
Rachel is recuperating in the Tzfat home of her newly adopted mother Esther Cohen, where she observed the Sabbath and celebrated Shavuot on Sunday – without her parents and brothers and sisters whom she is mourning.
She miraculously survived last week’s accident after the brakes failed on the family car, driven by her father Rafi Atias. The vehicle crashed into a guard rail several times before overturning and catching fire, killing everyone except Rachel.
Her uncle Itzik Atias, brother of Rafi, telephoned Rachel after the holiday from his home in the city of Migdal HaEmek, south of Tzfat, and told the Yisrael HaYom newspaper, “She sounded so sweet over the telephone. She said she already is out of her wheelchair and is walking independently."
“Rachel feels much better, and everyone plays with her. She is recuperating but knows it is difficult, and she sometimes cries with longing for her family."
“She understands her situation and is uplifted by the love around her. She said she received lots of chocolates and promised to save some for me when I visit Monday, Her attitude gives us strength, and we are making sure she does not lack anything.”
Friday afternoon, the family visited the graves of the parents and six children, and their absence was strongly felt on the Sabbath and Shavuot, added Rafi's brother.
Meanwhile, Knesset Control Committee member National Union Knesset Member Uri Ariel said he is demanding answers from vehicle inspection officials concerning a previous report from the State Comptroller and Ombudsman, who noted failures in the inspection system.
“There are more than a few dangerous vehicles on the road that endanger the lives of others because of improper supervision,” said MK Ariel.

Organizers of an online Mideast political movement say they are launching the Internet’s first university for Israelis and Arabs across the Middle East, The Washington Post reported.
Former Israeli diplomat and politician and founder of the “Yala Young Leaders” movement, Uri Savir, says the group’s “Online Academy” will offer students courses in government, social networks, communications and skill development.
Savir said he believes that the new academy, scheduled to begin in September, “can revolutionize relations between young people of the Middle East.”
Between 1993 and 1996, Savir served as Chief Negotiator of the Oslo Accords, the so-called “peace process,” which many claim led to the second Intifada and entangled Israel in a situation in which negotiating with terrorists has become a legitimate form of seeking peace.
The Yala Young Leaders group has attracted nearly 85,000 members on Facebook since it was launched a year ago. Savir says more than a quarter are young Egyptians.

6. Iran Hints It Could Stop Enrichment at 20%

Iran may agree to negotiate its ongoing enrichment of uranium to higher levels if the West recognizes it has the "right" to do so for peaceful purposes, its foreign ministry spokesman said on Sunday, according to a report by Iranian news agency IRNA. However, another news agency quotes the spokesman differently.
"If Western countries (accept) that our 20 percent enrichment program is peaceful and then ask us not to do it, the Islamic Republic of Iran will think about their demand," Ramin Mehmanparast was quoted by IRNA as saying.
Iran previously rejected the demand to stop higher level enrichment and give up its uranium stockpile in exchange for some inducements, put forward by the so-called P5+1 group of six world powers – Britain, China, France, Russia and the United States plus Germany.
Mehmanparast's comments were quoted differently by the Mehr news agency, according to which he said: "Providing that our right to enrich uranium to 20 percent is recognized (by the West), then we will discuss" how to acquire the fuel for the reactor.
Iran's nuclear chief, Fereydoon Abbasi Davani, was quoted on Sunday by media as insisting Tehran had "no reason" to suspend its purification of uranium to 20 percent.

7. IDF Fires on Smugglers, Infiltrators Wounded

Three infiltrators from China were lightly wounded in an exchange of fire on the Egypt-Israeli border Monday.
A force from Givati Brigade's Rimon unit identified about ten infiltrators, escorted by four gunmen, crossing the border in the Netafim area. After the group crossed the border, the soldiers called out to them to halt and fired in the air. The infiltrators did not stop advancing and the force fired at them.
The armed men who were in the group of infiltrators fired back at the IDF soldiers. The gunmen and some infiltrators managed to escape back into Egyptian territory. The three Chinese people were lightly hurt and were taken to Soroka Hospital in Be'er Sheva for treatment. Other infiltrators, also Chinese, were arrested and an IDF source said they would soon be deported to China.
The Bedouin Arab smugglers who accompany infiltrators across the Sinai Peninsula usually break contact with them when they are a few kilometers from the Israeli border. The incident was unusual in that the smugglers tried to cross the border with the infiltrators. This could point to the growing difficulty faced by the smugglers as construction of the border fence advances, or possibly – indicate that the smugglers had terrorist intentions.

About 1,000 people came to the Tomb of Ruth in Hevron's Tel Rumeida neighborhood this Shavuot weekend, where they read the Scroll of Ruth and celebrated the unique woman who converted to Judaism and who is a foremother of King David.
The number of people who came to pray was exceptionally large this year and the atmosphere was described as "unique". IDF soldiers provided security.
The tomb underwent renovation last year and the local Jews were ready for the large number of visitors and offered them hospitality.
The head of Hevron's Hospitality for Guests program, Yisrael Baramson, said things went smoothly this year. Baramson said that the Tomb should become an official heritage site.
