China Speaks Up Against Unilateral Action on Syria

BEIJING: China has urged Washington not to take unilateral action on Syria over the alleged use of chemical weapons against civilians, the country’s Xinhua news agency reported a senior Chinese official as saying on Monday.

"China is firmly opposed to the use of chemical weapons by any party in Syria and expresses serious concern about certain countries’ preparation for unilateral military action," a Chinese Foreign Ministry spokesman said during a daily news briefing.

The spokesman also said that China has been briefed by the United States about evidence relating to the use of chemical weapons in Syria. He said that Beijing opposed the use of chemical weapons by any party to the conflict and supported “an independent, objective and professional investigation” by UN experts.

"Any action by the international community should respect the rules of the UN Charter and basic rules of international relations," the Foreign Ministry spokesman said, warning against pre-judging the results of an investigation by UN chemical weapons experts in Syria.

The analysis of samples taken by UN inspectors in Syria could take “up to three weeks,” the Organization for the Prohibition of Chemical Weapons (OPCW) said Sunday.

US President Barack Obama said Saturday that his country was considering a "limited" attack on Syria. A day before, the United States released a report saying that Syria’s government was responsible for a chemical attack that purportedly killed hundreds of civilians in a Damascus suburb late last month.

The Syrian regime has consistently denied these claims.

Russian Foreign Minister Sergei Lavrov said Monday that the information provided by the US lacked any concrete details, such as names or geographical coordinates that would prove its case.

Russian President Vladimir Putin slammed the US Saturday, saying that Washington’s allegations about the Syrian regime’s use of chemical weapons against civilians were "unimaginable nonsense.”

Iran said Sunday it opposed any military intervention by Western nations in the Syrian civil war.

China concerned about unilateral military action: FM spokesman
               

BEIJING: Foreign Ministry spokesman Hong Lei said Monday that China was seriously concerned about any unilateral military action against Syria.

At a regular press briefing, Hong said, "China is firmly opposed to the use of chemical weapons by any party in Syria and expresses serious concern about preparations by relevant countries for unilateral military action."

Hong said the United States has explained to China its evidence relating to the use of chemical weapons in Syria.

"Any action by the international community should respect the rules of the UN Charter and basic rules of international relations," Hong said, adding that taking actions should avoid further complicating the Syria issue and avoid bringing more disaster to the Middle East.

China supports the UN Secretariat in carrying out an independent, objective and professional investigation on the alleged use of chemical weapons in accordance with relevant UN resolutions.

Hong said that no side should rush to pre-judge the results of an investigation by UN chemical weapons experts in Syria, saying that a political solution is the only practical way to solve the issue.

Dear Friends

I have forwarded to you below an invitation from the Internation Red Cross in Ireland
about calling for submission for a conference which is to be held in Ireland on 17th  October 2013.
Unfortunately closing date for submissions is 5pm tomorrow 3rd September 2013. I just thought that you may have an abstract already written for a previous presentation which could be appropriate and you may wish to submit
to the IRC here in Ireland.  As you will read from the notification, that the invitation to attend and or submit an abstract is open to all interested parties.
 
With so much going on in the world and being busy trying to keep up with events that I realised only today that abstracts could be lodged for consideration. I therefore apologise for late notification.

ANNUAL INTERNATIONAL HUMANITARIAN LAW CONFERENCE: CALL FOR ABSTRACTS

In October 2013, the Irish Red Cross will host a conference entitled ‘Contemporary Challenges in International Humanitarian Law’.  The conference will bring together experienced and emerging legal practitioners, academics, partners and students to explore the many contemporary challenges to IHL and contribute to moving the current debate forward.

The organisers are pleased to invite 500 word (maximum) abstracts on contemporary challenges to international humanitarian law. Papers on all areas would be most welcome.  They are particularly welcome on the following themes:

* The typology of armed conflicts and the issues arising relating to the deployment of multinational forces in operations which are diverse in scope with multifaceted operational goals.
* The civilianisation of armed conflict and the obstacles to humanitarian assistance this creates as well as seeming abandonment of principles of precaution by some parties to armed conflicts.
* New technologies including cyber-warfare; the use of remote controlled weapons systems and the development of automated weapons systems and autonomous systems.
* Conflation of armed conflict and terrorism.

Closing date for submissions is 3 September 2013 .

This year marks 150 years of the Red Cross/ Red Crescent Movement.  150 years of humanitarian action both on the ground with practical assistance for people in need and in the development of international humanitarian law (IHL) to protect civilians as well as the sick and injured in armed conflict.

Over the past 150 years States have drafted, signed and implemented a number of treaties including the Geneva Conventions, Convention on Cluster Munitions and most recently the Arms Trade Treaty.  The nature of armed conflict however is constantly evolving: new technologies develop; trends emerge such as the increased ‘civilianisation of war’ or the conflation of armed conflict and terrorism.  These developments present new challenges for those concerned with ensuring respect for IHL.

The call for abstracts is open to any interested individual.  In particular we encourage:

•   University academics

•   Masters and PhD Students

•  Staff working for Red Cross/Red Crescent Movement, UN agencies, or other organisations working in the field of humanitarian action in situations of armed conflict.

•   Members (or former members) of the military

FEE:

There is no fee for abstract submission or for attendance at the conference.

CONFERENCE LOCATION:

The conference will be held in the Royal Irish Academy, Dawson Street, Dublin 2 on Thursday 17 October 2013.  RIA is located in the heart of Dublin City and is easily accessible by public transport.  Please note parking is not available at the venue.

NATO Chief Urges Response to Syria’s Alleged Chemical Attacks

BRUSSELS: NATO’s chief on Monday urged the international community to undertake a tough response to the alleged use of chemical weapons by the Syrian regime.

“We need a firm international response in order to avoid that chemical attacks take place in the future. It would send a very, I would say, dangerous signal to dictators all over the world if we stand idle by and don't react,” Secretary General Anders Fogh Rasmussen told journalists.

US President Barack Obama said Saturday that his country was considering a “limited” attack in Syria...

The United States on Friday released a report saying Syria’s government was responsible for a chemical attack that purportedly killed hundreds of civilians in a Damascus suburb late last month. The Syrian regime has consistently denied the allegation.

Asked whether resolving the Syrian conflict was a priority task for NATO, Rasmussen said the alliance had “not been seeking a role in Syria. Our main focus is effective defense and protection of our ally, Turkey.”

Speaking about a possible military operation in Syria, the NATO chief said he would “envisage a very short, measured, targeted operation.”

Rasmussen said the Syrian government was responsible for purported chemical attacks. “The way these chemical attacks were conducted points to regime responsibility,” he said.

Russian President Vladimir Putin said Saturday that Moscow, which has been Damascus’ most important ally during the civil war, denounced the use of chemical weapons and was ready for “consolidated participation in drafting measures to oppose such acts.”

However, on the same day, Putin slammed the United States, saying that Washington’s allegations about the Syrian regime’s use of chemical weapons against civilians were “unimaginable nonsense.”

On Monday, Putin backed an initiative by Russian lawmakers to establish dialogue with their US counterparts and resolve the Syria situation without the use of force.

Russia has, along with China, previously vetoed three UN Security Council resolutions that would have condemned Syrian President Bashar Assad's government. Russia has urged all parties to the conflict to use diplomatic means to resolve it.

Monthly press conference by the NATO Secretary General

Good afternoon.

Let me begin with the situation in Syria.

NATO’s position is clear.  The chemical weapons attack that took place on 21 August around Damascus were appalling and inexcusable.

We believe that these unspeakable actions, which claimed the lives of hundreds of men, women, and children cannot be ignored.

There is a reason that chemical weapons are banned across the civilised world. They are horrific and barbaric arms that have no place in the twenty-first century. And NATO Allies consider the use of chemical weapons as a threat to international peace and security.

NATO is playing its part in this crisis.

At this time, close consultations among Allies continue. We continue to stand in strong solidarity with our Ally Turkey.

And we remain determined to protect the Alliance’s south-eastern border.

Speaking as a former prime minister, I fully understand and support the decisions of individual allies as they consider the way ahead.

But as the situation in Syria demonstrates, we continue to face significant security challenges. And it is vital that we are prepared to meet them.

US Shows Its Determination to Start Syria War - Russian MP

MOSCOW: By redeploying its USS Nimitz aircraft carrier and four other ships, the United States shows its determination to start a military campaign in Syria, a senior Russian lawmaker has said.

Reuters reported on Monday, citing unnamed defense officials, that the Nimitz and supporting ships entered the Red Sea at about 10:00 GMT. The task force, however, had not received any orders to move into the Mediterranean, where five U.S. destroyers and an amphibious ship, the USS San Antonio, remain poised for possible cruise missile strikes against Syria.

“By sending the Nimitz nucelear aircraft carrier to Syria’s shores, Obama demonstrates that the military action has been postponed, but not cancelled, and that he is determined to start a war,” said Alexei Pushkov, who heads the international affairs committee in the lower chamber of the Russian parliament, the State Duma.

US President Barack Obama on Saturday formally requested the Congress to approve a military operation in Syria. In a statement from the White House Rose Garden, Obama said he had decided that the United States should take military action against targets in Syria, reiterating US assertions that the government of President Bashar Assad was to blame for the apparent use of chemical weapons in the Syrian civil war.

Syrian President Bashar Assad on Monday compared the situation in Syria to “a barrel of gunpowder, to which a fire is approaching.”

“Nobody knows what would happen [after the US strike]. Everyone will lose control of the situation when this gunpowder barrel explodes. Chaos and extremism will spread, and there is a risk that the whole region will plunge into a war,” he said.

Lebanon's Shiite Hezbollah group, a close ally of Assad’s regime said it was mobilizing and redeploying its forces to prepare for a potential US military action, Agence France-Presse said. Citing the Al-Akhbar daily, close to both Hezbollah and the Syrian regime, the agency said the group had "called on all its officers and members to man their positions."

Hezbollah members have long been fighting alongside Syrian troops and against rebels seeking to overthrow President Bashar al-Assad.

Russian lawmakers will go to U.S. if congressmen are willing to discuss Syria - Duma deputy

MOSCOW: A trip of Russian lawmakers to the U.S. will depend on whether the U.S. congressmen are prepared to maintain a dialogue on Syria, Russian State Duma international affairs committee head Alexei Pushkov said.

"This issue will be discussed with the U.S. side in the near future, and if it agrees to such a visit and the U.S. Congress is ready for a dialogue on Syria, a Russian delegation will hold negotiations on the matter with U.S. congressmen in the near future," Pushkov's press service quoted him as saying in commenting on reports that Federation Council Chairperson Valentina Matviyenko and State Duma Chairperson Sergei Naryshkin proposed sending a joint Russian parliamentary delegation to the U.S. to discuss Syria with U.S. congressmen, and President Vladimir Putin approved of the proposal.

"A delegation is currently being formed of State Duma and Federation Council members, which will be ready to fly to the U.S.," Pushkov said.

Pushkov's press service said the delegation's composition will be announced on Tuesday.

Sergei Lavrov: If US uses force against Syria, Geneva II to be in limbo 

MOSCOW: If the United States uses force against Syria, the international conference on the resolution of the Syrian conflict commonly known as Geneva II will be thrown far back or may not even be held at all, Foreign Minister Sergei Lavrov said.

“I have strong doubts that the opposition will become more compliant after a strike. If the action announced by the U.S. president takes place to our profound regret, it will throw the forum far back, if not forever,” Lavrov said after talks with his South African colleague Maite Nkoana-Mashabane on Monday, September 2.

“But political settlement will prevail in some other form anyway. It’s just we have to understand that the more we delay it, the more casualties we will see among civilians,” the minister said.

Nkoana-Mashabane agreed that Geneva II would be the only solution to the Syrian crisis.

At their talks in Moscow on May 7, Lavrov and Kerry agreed to hold an international conference on the basis of the Geneva Communique of June 30, 2012, in order to try to overcome the crisis in Syria.

Lavrov and Kerry said that their countries would encourage both the Syrian government and opposition groups to look for a political solution.

As the Joint Special Envoy of the United Nations and the League of Arab States for the Syrian Crisis, Brahimi has consistently called on the U.S. and Russia to exercise leadership and work together to initiate a process to implement the Geneva Declaration of June 30, 2012.

That document - issued after a meeting in the Swiss city of the Action Group for Syria - lays out key steps in a process to end the violence. Among other items, it calls for the establishment of a transitional governing body, with full executive powers and made up by members of the present Government and the opposition and other groups, as part of agreed principles and guidelines for a Syrian-led political transition.

Russia remains convinced that there is no alternative to a political settlement in Syria, Lavrov said.

Russian and American experts were scheduled to meet in The Hague on August 28 to prepare the international conference on Syria, commonly referred to Geneva II. But the meeting did not take place.

“We should, against all the odds, seek the earliest convocation of the Geneva II conference in accordance with the Russian-U.S. initiative adopted on May 7 of this year,” Lavrov said earlier.

“We need to do everything to move towards realisation of the assigned goals: the unification of efforts of the Syrian government and opposition to eradicate terrorism and oust terrorists from Syria,” the Russian Foreign Ministry said.

“The government and opposition should reach an agreement in principle on how a transition period should take place in Syria. It should be based on common accord between the government and the opposition,” Lavrov said.

The U.S. is acting as if a Congressional vote will legalize a war of aggression. It won't, and world parliaments are struggling to represent their anti-war populaces. The problem is that NATO views itself as an entity replacing political nation-state distinctions. Apparently, Turkey is "NATO's South-Eastern border." We heard this when Fogh claimed Syria is a threat to Turkey.

Syria is not a threat to Turkey, but Turkey has already probed Syrian airspace, and mobilized troops along its border. Meanwhile, people are getting tired of NATO's support for jihadists, and it is endangering relations within NATO. There won't be any slowdown in the endless series of wars: the U.S. has a 'deep state' and it's committed to global hegemony.

U.S. strike on Syria will deal blow to intl security - Russian senator

MOSCOW: A missile strike against Syria without the UN Security Council's go-ahead would be tantamount to a declaration of war against Damascus and a blow to international security and the world order, said chairman of the Federation Council's Defense and Security Committee Viktor Ozerov.

"If we recognize the supremacy of international law and the sovereignty of UN member-states, the start of a U.S. military action against Syria bypassing the UN Security Council could only mean one thing: another American aggression against an Arab state torn apart by civil war," Ozerov told Interfax-AVN on Tuesday.

It would also deal a blow against the world order, on international law and on the nonproliferation principles which Nobel Peace Prize winner Barack Obama will trample underfoot if he launches a military action, Ozerov also said.

"The aftermath of U.S. aggressive operations are still fresh in our memory: Yugoslavia, Iraq, Libya…The list could be extended. No arguments can be accepted here in defense of democracy or human rights. What is really happening is that Washington cannot agree that countries exist that do not want to dance to its tune or play by its rules," the Russian senator said.

"The political-diplomatic plan for settling the Syrian crisis remains on the negotiating table due to efforts being made by Russia, China and sober-minded Western politicians and lawmakers. How long will it remain there? I pin much hope on parliamentary diplomacy, which will play a certain if not decisive role in easing tensions surrounding Syria," Ozerov said.

The upcoming meeting in Washington between Russian lawmakers and American congressmen on the initiative of both houses of the Russian parliament will hopefully become one more argument in favor of a peaceful settlement of the crisis in Syria, he said.
