pleins pouvoirs au Cnt de Benghazi

La quatrième tentative du Groupe de contact de se débarrasser de Kadhafi et résoudre l’embêtante crise libyenne a commencé hier à Istanbul. Présents : les représentants d’une quarantaine de pays et organisations, parmi lesquels se distinguaient le secrétaire d’Etat étasunienne Hillary Clinton, le secrétaire de l’OTAN Rasmussen et la responsable des affaires étrangères de l’Union européenne, la britannique Catherine Ashton (alors elle existe !). Absents par contre la Russie et la Chine qui bien qu’invitées ont décliné l’offre, étant extrêmement critiques sur l’interprétation  donnée à la résolution 1973 du Conseil de sécurité. Le Groupe de contact et Clinton ont franchi le pas annoncé depuis pas mal de temps : la reconnaissance du Cnt, le Conseil national de transition de Benghazi, comme unique représentant légitime de la nouvelle Libye qui va être (mais n’est pas encore), un pas formel aux effets concrets très consistants en tant qu’il va consentir le déblocage des fonds souverains libyens (gelés par la résolution de l’ONU) en faveur des insurgés.
Jubilant et frivole, l’Italien Frattini, s’est félicité de la reconnaissance du Cnt dont l’Italie s’est faite une « promotrice active », puis a garanti « sous quelques jours » au numéro deux du Cnt, Mustapha Jibril, la concession de 100 millions d’euros, et une seconde tranche ensuite de 300 autres millions (garantis par les biens libyens bloqués en Italie). Au moins le ministre  des affaires étrangères turc, Ahmet Davutoglu, a-t-il proposé, lui, de débloquer 3 milliards de dollars de ces fonds souverains libyens pour fournir « des aides humanitaires » à distribuer « en parts égales » à la population civile de Tripolitaine et de Benghazi. Mais la route désormais  est prise et la coalition internationale des volontaires et des humanitaires ne peut faire marche arrière parce que l’humiliation qu’elle subirait de la part du « bédouin » Kadhafi serait trop grande.
De la réunion d’hier est sorti aussi ce qui a été défini comme une «feuille de route » en 5 points : 1) Kadhafi doit quitter le pouvoir ; 2) un cessez-le-feu sous contrôle de l’ONU ; 3) une conférence nationale qui « comprenne les chefs de tribu et des représentants de Tripoli » ; 4) une nouvelle constitution ; 5) des élections parlementaires « pour fonder » une démocratie ». Celui qui présentera le paquet au Colonel sera la représentant de l’ONU, le Jordanien al-Khatib, qui, d’après Frattini, sera « le négociateur exclusif avec Tripoli et avec Benghazi » (l’Union africaine, qui cherche depuis des mois une solution négociée, est ainsi éliminée : comme aux bons vieux temps où les problèmes de l’Afrique, ce sont les « autres » qui s’en occupent).
Frattini, qui est terrorisé à l’idée que l’aventure ne se conclue par la division de la Libye en deux -Cyrénaïque et Tripolitaine- dit à qui veut l’entendre que « le processus de transition » doit « être « inclusif » y compris avec des « représentants du précédent gouvernement, à l’exclusion de ceux qui se sont rendus responsables des violences contre les civils » (un beau problème : qu’en sera-t-il de nombre des plus hauts représentants des insurgés, genre le leader du Cnt Jalil et le « ministre de la défense » Younes, ex ministres kadhafiens de la justice et de l’intérieur, plusieurs fois « évoqués » par Amnesty ?).
La Turquie, par la voix du ministre Davutoglu, propose une sorte de troisième voie : une défénestration soft de Kadhafi (« un port sûr » où il puisse se mettre à l’abri, sans être arrêté ni expédié à la Cour pénale internationale), un conseil  paritaire de gouvernement par intérim (deux de Tripoli, deux de Benghazi qui en éliraient un cinquième, le président transitoire, tous réciproquement acceptables). Mais sans avoir de vent favorable.
Aucune trêve non plus pour le Ramadan, qui commence le 1er août. C’est le Cnt qui l’a dit (« même le Prophète Mohamed a fait la guerre pendant le Ramadan ») et le ministre des Affaires étrangères français Juppé[1] (« les représentants de plusieurs pays musulmans nous ont indiqué qu’il n’y a pas de contre-indications ») (sans donner la liste de ses conseils en dogme musulman ; peut-être Arabie Saoudite, Bahrein, Emirats, Soudan du sud, Frères musulmans… ? NdT).
Pour le moment tous discours et feuilles de routes qui font les comptes sans l’hôte. Qui est encore l’obstiné Kadhafi ; qui au milieu de toutes ces sollicitations à partir a reçu le 15 juillet l’encouragement chaleureux du vénézuélien Chavez : "Ils ont gelé les avoirs libyens. Ils ont eu le toupet de geler les avoirs libyens. Et pourtant, jusqu'à maintenant, le vieux Kadhafi résiste. Longue vie à Kadhafi, longue vie à la Libye! " [2].
S’adressant à des dizaines de milliers de ses partisans réunis à Zlitan, le Colonel Kadhafi a rejeté la reconnaissance internationale du Cnt et a invité la foule à « se mettre cette reconnaissance sous les pieds ».
